A good way to sort this out is to only allow 1 week old (or less/more) accounts to participate, as there are other indie bundles and games that offer PWYW.
The fact of the matter is, they can just buy a £1 game thats on offer if they rise the humble bundle price or whatever, there will be less of them because £1 isn't so little as 1 penny.
Another way to stop it is to possibly to blacklist humble bundle games from the "retail games" list while competitions like this run, or possibly just for a month or so after the humble bundle.
I do believe this is horrible, not really the fact that they only paid 1 penny, because they probably wouldn't pay any more if there was a set price they couldn't go below, but because say 100 people buying 10 bundles for 1p, thats a big server load, which costs the humblebundle team, could cause downtime, and reduce the amount of steam keys available for legit paying customers.
