If the emphasis were truly on quantity and not quality, as you say, wouldn't they just have thrown these features into the game with no more than a week of testing? THAT would be poor game design. I would rather them release an amazing game that is missing a few features that can easily be added by the AMAZING modding community.
You should watch the keynote, Todd goes into this kind of issue. He addresses horses directly (mentions that at one point, you could have them follow you, carry stuff, etc.). The reason for not doing those things was so that focus wasn't diverted away from the actual interesting parts of the game. If you want those features, that is why the game is so open for modding.
