Thanks for posting this new and contacting Eidos! I'm one of the affected users. I have a mid-range gaming-PC that can run all new games like Battlefield 3 or Skyrim just fine on high graphic quality settings (AMD Phenom II 920@3,2Ghz, AMD Radeon HD 6870, 4GB RAM, 1TB HDD) but Deus Ex: Human Revolution keeps stuttering even in areas where you don't have high amounts of details like masses of polygons and textures. It actually happens the most when you go in an empty dead end of a street. It feels like some data gets unloaded as the game drops frames and then gets back to high fps. I guess the engine is somewhat broken on PC.
