They would pretty much have to be or like Truant said, you could just shoot the players who were moving slowly. Why not do like Killing Fields and just slow everyone down? Didn't F.E.A.R. do that as well?

You forgot the part about how 99 seconds is hardly enough for any that requires "footsies" or any kind of strategy.

Watching IPN's first tourney, 8 out of 10 finals matches came to time out after one player did enough damage to get past the cutoff point and spent 15-20 seconds running away to secure victory.
