There is only one way to farm that much rep with a twink, and that is dead rep farming.
What happened was: He go summoned to Skettis, found some random mob, let said random mob kill him (or a horde, doesn't matter really), ran back to body, started following his party members around while they killed rep giving mobs. That was done ALL the way up to exalted. The Brooch was done in a similar way
Actually there are a lot of twink healers around, you just obviously don't see us as we tend to heal people that matter (such as FCs, our guild, or we're busy DPSing that battle).
I actually specked for shadow and dps with a 3/0/7 build, but I have no problem healing people in this bracket (the exeption being level 10-12s with too little hp to withstand massive dps), in fact there are several horde who target me before any FC because they know the FC will not go down with me on their back, if the FC is good/competent he will help me stay alive as well, something I can do very well by the way.
Some numbers: 972hp/1690mana selbuffed,+5 damage ,+14 healing, 5mp5 Like you can see, my stats aren't stellar yet, some of the are good and maxed to the point where I want them, but the rest are just "standard", my HoTs tick 22hp, my heals do 300-350 hp, lesser heal do 150-200 (I think). I still manage to keep people up very well. Also I do very well on carrying flags.
Before anyone starts complaining about low survivability: I last 10-20 seconds solo against 5-7 (semi-)twink hordes, I won't kill any of them as I'm jumping around shielding/HoTing, but I manage to keep them on me for a long time.
Notes on clothie twinking: Gear up with stamina and intellect, get mp5 (I believe 5 is the max you can get without enchants) as you'll stay within the 5 second rule a lot and as you gear up you'll die less and less (thus no regen from death). Spirit is wasted, go die/get the regen buff/drink if you need mana, you'll gain a lot more from the real pvp stats instead (namely sta/int). Get Gravestone Sceptre for dps, DoT (if you can), CC (if you can), in general work with the team and use your class to it's fullest and you'll see those nooblets die before they can say "kick".
P.S. Druids are great at this level, but highly underrated (and almost wasted unless there's a good guild)
The guy speaks Norwegian and just tells how he gathered together a few apps/scripts to do this.
He's using GlowePIE (which has been out for a while) and some "random crap" from forums for the mappings, and that's about it. The rest is just him showing what he's mapped to what and saying it's fun/comfortable to be able to raid from your couch watching telly at the same time.

Great priest with about +200-220 healing, his HoTs tick at 58 apparently (looks like he's wearing his shadow gear right now)
