I don't agree with any censoring, but making it game over when a civilian is killed seems to make more sense. It wasn't part of the mission to kill them, you can do it without killing. That part of the game, along with many other parts, seemed like the developers were trying to hard to make the game dramatic.

Once you actually get into the game, it's quiet boring. Judging from the demo.

One of my favorite element from BioShock, is the freedom of choice your given, and the great option to either rescue innocent civilians or exploit them. The gameplay is really lenient, and doesn't just limit you to just going through one route and completing the game, instead you have multiple and meaningful decisions to make.
