The press release you linked is from april. It states in the linked article that an agreement is coming to "fruition". A new press release can be fired off at any time similar to the 'Saints Row' cancellation.

BD will read DVD's, however, the PS2 will not be able to read any data off of a Blu Ray Disc.

I live in toronto (where this occured) and woke up to this story on the news this morning. Jus thought I'd mention that we already have laws against sell M rated games to minors here, as we have since before GTA san andreas.
