@(Unverified) Once you download the Mystery Gift, go to a Pokemart to get an Enigma Stone from the delivery man dressed in green. Take it to Pewter City's museum, to the man who resurrects fossils. Follow the dialog and leave the museum, then Latios/Latias (depending on version) will be outside to battle and catch.

Perhaps playing out the animation, then having the victorious assassin disappear in a puff of smoke, giving them 5 seconds of invisibility to escape back into the crowd. Getting a kill therefore calls attention to yourself but doesn't leave you stupidly vulnerable.
