This is real easy to get...

-Create a new user
-Sign up for the Playstation online (create a Master account)
-Choose Hong Kong as your Region
-Put whatever location you want, but make sure to remember it.
-Once all that is done, go to Account Management and add funds
-add $40 HKD (rougly converts automatically to $5.15US)
-add $40 HKD again
-go dl the game and add the remaining $45 HKD (roughly $11)

The money will autoamatically convert the funds without paying any extra fees...

My $.02:
For me being able to play a game that currently is only available in Japan is huge. Im the type of gamer that will pay extra to have a game imported, and also buy all the subsequent converters to make it playable. For only $20(est) I can get a great game without ever leaving my home, paying extra shipping, or leaving a package to be lost in the mail. The DL roughly takes 1hr, which really isnt that bad fora game at 835mb.
