Seems to me like Valve/Steam is the one being unreasonable and rigid, expecting publishers to have one set of rules for them, and another for everyone else.

But other than going through an abundance of hand cream, practicing those skills didn't hurt anything (or anyone else).
This is like saying it was okay for neighborhood hooligans to steal bicycles because they couldn't legally use their skills to be big time cat burglars yet. What they are doing is illegal. They are breaking into other people's info and stealing it. It's no different that breaking and entering into someone's home and nicking their family silver.
