Again, the idea of not coming up with anything new and stealing the "other guy's" idea is what the game & movie industries do. What happens is that it gets to a point where everyone is trying to steal the other guy's idea but no one is actually coming up with anything. Think of it like a glass of water- every time an idea is stolen, water leaves the glass, and anytime something new comes along, water enters it. But for the sake of the industry, the glass must be filled regularly. In any industry, creativity generally doesn't sell- Katamari Damacy, one of the most creative games in the past several years sold something like half the number of copies as the DDR game that came out that year (Super Extreme 12 or something)- but creativity must be generated despite the fact that it isn't usually worth the costs. Having a situation like concept cars where every company has to show off cool stuff in order to save face in the industry creates a situation where every company is willing to spend money on nothing else than generating ideas.
Take the game industry/movie industry right now- there's no one who's being paid to blow money on weird ideas, and so you see the creativity dying until people stop buying the products, and then the industry flushes a bunch of money down the toilet quickly trying to come up with new ideas, and then the purse strings close and we do it all over again.
Having a yearly place to show off weird concepts like the car industry does is really intelligent- rather than having a cycle of creative flourishing/bankruptcy, they keep a good stream of ideas coming. Good for them.
