@Doctor Kwame Nkrumah: I think that statment misses the mark. The expectation here wouldn't be that apple creates tools on other systems. If someone were to create a tool to create windows apps using OSX and they chose to sell it, I don't believe that MS would stop you or alter their OS to block your app. Apple is actively blocking other work and other coding solutions the someone came up. To the earlier commenter, if IE suddenly blocked every webpage not created in FrontPage, or blocked pages created by DreamWeaver, to keep the example for relevant...MS would have their butt handed to them.
