Here's a thought: The CIA guy said "we found another" so I took that to mean the CIA was running some kind of experience to see if humans could survive in deprived conditions or something like that. If that is true, and the kid is also an observer, could the CIA be creating the observers?

I think Walter knows everything about what is going on because the show is trying to imply that Massive Dynamic has something to do with The Pattern, and the two of them were lab partners after all, so of course Walter will know most, if not all of what is going on.
