I used to work at Gamestop. When a shippment comes in, we normally gut 2 or 3 depending on the popularity of the game. Then we put those brand new discs in sleeves and put them in a seperate drawer from the used. If you are sold a display case, IT IS NEW!! We don't sell used games for new prices. Those gutted copies have never been played. Now, I'm not going to say that there should or shouldn't be a display discount, But don't say that those aren't new, never played. games when you don't have proof. As far as the unopened ones being in the drawer while they sell you a display, that's because those are reserved for people who paid in advance. They got there before you so you are getting the last one. First come first serve. That's just how it is.
And yes, those empty cases are just displays. Same with the console boxes. Yes there probably should be a sign out instead, but you should take that up with the marketing department, not the store managers.
