Here in Mexico, the legal minimum wage is 54.8 pesos per day or about USD $4.20. Fiscally, it makes much more sense for me to buy a DVDR in the street for about USD $2.30.
I'm not saying people are entitled to lower prices simply because they want something. I'm just saying you can't condemn these people for finding a creative way to enjoy something they love.

When a new release AAA 360 game costs at least USD $90, you can bet that only the wealthiest people will bother paying retail. Hell, a new 360 elite is probably still close to USD $500 here. The DSi only recently hit USD $200 in the electronics markets and they're still around USD $260 in "legitimate" retail establishments. The PSP Go is close to USD $400 at the moment. Consider that the minimum wage in Mexico is around USD $4 per DAY and generally lower in the rest of Latin America.
Take a look at Brazil (with a population of nearly 200 million). The two most popular consoles over the last 20 years were the Sega Master System and Mega Drive (Genesis). New SMS games were still in development through the late 1990s simply because of the South American market. The PS2 only started gaining ground there in the last few years because of price cuts and the simplicity of distributing "pirated" software. Yes, I'm aware that some investors recently tried to address this issue with a more affordable and (so far) Brazil-only console, Zeebo... but it's awful. Truly awful.
I think the best compromise so far is Valve's approach. Treat potential "pirates" as underserved customers and make paying for a game seem like a reasonable option. Until then, "right" or "wrong", we're going to eat your lunch.
