The governor made the statement this evening following a scheduled meeting of the Rhode Island Economic Development Corporation (RIEDC), where about as little happened to resolve 38 Studios' troubled situation as at last Wednesday's "<a href="http://www.joystiq.com/2012/05/16/38-studios-schilling-ask-rhode-island-for-more-money-state-off/">emergency meeting</a>."<br /><br />On Friday Gov. Chafee held a surprise press conference about 38 Studios, in which he said the government was <a href="http://www.joystiq.com/2012/05/18/38-studios-successfully-pays-1-125-million-to-rhode-island/">done providing easy money</a> for the developer, and gave <a href="http://www.joystiq.com/2012/05/18/rhode-island-governor-gives-38-studios-copernicus-mmo-a-june-20/">"Project Copernicus" a launch window of June 2013</a>.<br /><br />WPRI reporter <a href="https://twitter.com/#!/tednesi">Ted Nes</a>i told Joystiq that Gov. Chafee confirmed the layoffs, but was ambiguous about whether employees at the studio were being paid.<br /><br />38 Studios continues to remain silent and has not made any official statement about anything since this whole mess started early last week. According to the <a href="http://m.apnews.com/ap/db_268748/contentdetail.htm?contentguid=bvemPSnw">AP</a>, 38 Studios founder Curt Schilling brushed past reporters on his way out of the meeting this evening, saying there was "misinformation" he couldn't clear up in a sound bite.<br /><br />Not at all coincidental, Warner Bros. owned Boston-area MMO developer Turbine will hold a recruitment event at the Hotel Providence Tuesday night from 5-9PM. Today, that omniscient rage has been remapped, revamped and softened in designer John Caplin's first title, <em>Reprisal</em>, an <strike>homage</strike> offering to the deity that is <em>Populous</em>.<br /><br /><em>Reprisal </em>is browser-based and free, playable <a href="http://www.reprisaluniverse.com/site/#playreprisal">right here</a>. So far <em>Reprisal </em>has snagged more than 1 million players, going by the game's Universe Population counter. First we had <a href="http://www.joystiq.com/2012/05/18/this-monk-is-suspicious-of-this-hillbilly-only-double-fine-know/">the monk, the hillbilly</a> and <a href="http://www.joystiq.com/2012/05/18/time-traveler-is-another-playable-character-in-double-fines-m/">the time traveler</a>, and now we have three more random occupations to ponder: the adventurer, the scientist and the knight.<br /><br />Double Fine's Ron Gilbert posted images of each of these characters on his blog, <a href="http://grumpygamer.com/main">Grumpy Gamer</a>. "If you're an absolute purist," Provinciano adds, "you can still play the game 100% with the buttons." The first will be an Xbox exclusive (360 with the option for its successor) in fall 2013 (versions for other systems would follow one year later) with followup games on Xbox successor, PS3 successor, and PC in 2015, 2017, and 2019. Four DLC expansions, code-named "Comet," are included in the deal, due fall 2014, 2016, 2018, and 2020.<br /><br />In the contract, Activision reserves the right to take over the "Destiny" property if Bungie fails to meet its requirements; however, it stipulates that it will not begin more "Destiny" projects until Bungie has completed its work.<br /><br />The contract also gives Bungie the freedom to put five percent of its staff to work on a prototype for a new game referred to as "Marathon," with the team size allowed to grow after certain operating income. There are also rules governing how much of the company's staff can work on Bungie.Net, <em>Halo Reach</em> DLC and other projects.<br /><br />That takes care of the next eight years or so of video game news. It plugs into your Wii Remote and lets you play Virtual Console games (or anything else that supports Classic Controller use and doesn't require analog sticks) with a controller designed to replicate the SNES pad. It even has the colorful face buttons of the Japanese controller.<br /><br />Right now seems like a questionable time to buy a Wii accessory, but you'd <em>already</em> be using it to play old games. The impending obsolescence of the Wii isn't necessarily a deal breaker. Developed by John Romero's social studio Loot Drop, <em>Commander </em>is linked with Ubisoft's free-to-play <em><a href="http://www.joystiq.com/tag/Ghost-Recon-Online/">Ghost Recon Online</a></em> and the upcoming <em><a href="http://www.joystiq.com/tag/Ghost-Recon-Future-Soldier/">Ghost Recon: Future Soldier</a></em>.<br /><br /><em>Ghost Recon Commander</em> is an isometric, tactical-strategy game within the popular Tom Clancy license, featuring ten "replayable missions, three difficulty levels and dozens of weapons for players to choose from."<br /><br />By playing <em>Commander</em>, players can unlock "exclusive weapons, weapon skins and bonuses to use while playing <em>Ghost Recon: Future Soldier</em> and <em>Ghost Recon Online</em>." There are also additional "benefits" to linking the products, such as unlocking characters in Commander by playing Future Soldier. It is advisable to check it out; however, we wouldn't recommend poking anyone on the battlefield. Two players control teams of eight adventurers, each with different abilities, and try to capture areas of a maze-like dungeon. It's based on a <a href="http://boardgamegeek.com/boardgame/12995/dungeon-twister">board game</a> (but not the Twister we normally associate with board games, which could theoretically be played in a dungeon).<br /><br />Upon seizing control of a segment, players can then rotate the area, opening new avenues for themselves and confounding their opponents (or leading directly into traps). Beyond partnering with Viacom to broadcast the show live (and commercial-free) on Spike TV and MTV2 (<em>there's still an MTV2?!?!</em>), Nintendo will offer the conference via internet on <a href="http://e3.nintendo.com/">its usual E3 site</a>.<br /><br />Nintendo's E3 presentation this year will focus on its next home console, the Wii U, though we'll no doubt hear a few new nuggets about the 3DS. As always, we're hoping for a triumphant return from Ravi Drums. Don't keep breaking our hearts, Nintendo! As such, the company registered URLs in a variety of countries for "JustCause4" via URL proxy registrant Corporation Service Company, as discovered by <a href="http://fusible.com/2012/05/square-enix-registers-just-cause-4-domains-just-cause-3-not-yet-released/">Fusible</a>.<br /><br />Neither Square Enix nor Avalance Studios have said much about the Just Cause series as of late, though Avalance studio head Christofer Sundberg told Develop in early 2010 that a <a href="http://www.joystiq.com/2010/03/30/you-shouldnt-be-surprised-if-just-cause-3-is-announced/">third entry in the series</a> is very likely. It's also rumored that Avalanche has been <a href="http://www.joystiq.com/2010/09/23/report-mad-max-game-at-avalanche-studios/">working on a Mad Max-based game</a>; we haven't heard about that project since September 2010. "That's my intention," Gilray said. "The QA might say 'noooo' but that's my plan anyway."<br /><br />The Vita version includes tweaks to make the game more natural on a handheld, like the ability to switch between third- and first-person views by double-tapping on the touchscreen, and using a "pinch" gesture to zoom.<br /><br />Gilray also hopes to get the <a href="http://www.joystiq.com/2012/01/14/oddworld-munchs-oddysee-hd-coming-q2-see-munchs-new-model/">HD update</a> of <em>Oddworld: Munch's Oddysee</em> out in June. What that something is remains to be seen, as <em>Overkill</em> game director Ulf Andersson only described the collaboration as a "co-operative initiative" between the two companies. We do know that it'll involve both Overkill's <em>Payday: The Heist</em> and Valve's <em>Left 4 Dead</em> - two team-focused four-player co-operative romps (enough hyphens for you?).<br /><br />"We are working on a very cool blend of <em>Payday</em> and <em>Left 4 Dead</em>," Andersson wrote on his company's official site. "I am sure it is so exciting that it will have some players check into the hospital before we are done." Oh, hospital, you say? We see what you're doing there, you crazy Swedes you!<br /><br />Andersson apparently couldn't help himself, and added one more zombie-themed quip. "Keep an eye out for more on this infectious and developing story." The Gearbox Software-developed game was previously given a "fall 2012" launch window, and was planned as a Wii U hardware launch title (the game is also planned for Xbox 360, PlayStation 3, and PC), though no hard date was ever given before. In fact, despite the February 12 date announcement, the game's Wii U version still doesn't have a date. "A release date for the announced Wii U version will be revealed at a later time," the press release reads.<br /><br />Upset? According to <a href="http://www.chart-track.co.uk/?i=1331&amp;s=1111">Chart-Track</a>, <em>Max Payne 3</em> outperformed the previous sequel (from 2003) nearly 10 to 1.<br /> <br /> Chart-Track also noted the third installment in the Payne series bested <em><a href="http://joystiq.com/game/diablo-3">Diablo 3</a></em> by only about 8,000 sales. With <em>Max Payne 3</em> only available through disc-based sales and <em>Diablo 3</em> available through digital distribution, it would be fair to guess Diablo actually sold more. That is, if you believe <em>Diablo 3</em> sold over 8,000 units online in the UK last week.<br /> <br /> The rest of the top ten are the usual suspects. Sprightly proclamations of "It'sa me, Mario!" and the like have endeared voice actor Charles Martinet's work to the hearts and minds of millions, but it might surprise you to know that Martinet's first stint as the man behind the 'stache wasn't <em>Super Mario 64</em>. In fact, it wasn't a Nintendo game at all. <br /><br />Martinet's first appearance as the prolific plumber was actually <em>Mario's Game Gallery</em>, a digital collection of card and board games for DOS, Windows and Mac OS, developed by Presage Software and published by Interplay. <em>Mario's Game Gallery</em> predates <em>Super Mario 64</em> by roughly a year, but as you can tell from the collection of sound files above, Martinet had already settled into a ridiculous, heartwarming and hilarious groove as Mario Mario.<br /><br />It's <em>physically impossible</em> to make it all the way through this video without laughing. The above video shows off<em> Circus Challenge</em>, an action game from Newcastle University and Limbs Alive Ltd designed to help stroke patients regain motor control of their weakened hands and arms.<br /><br /><em>Circus Challenge</em> uses "next-gen" motion controllers - not the Wii, as <a href="http://www.joystiq.com/2008/01/02/cnn-explores-the-wii-as-rehab/">other rehab systems</a> have - to have patients fling pies at clowns, juggle, dive and perform other Big Top-inspired feats, with the difficulty progressing as motor skills improve. Newcastle received &pound;1.5 million from the Health Innovation Challenge Fund for its project, and hopes to use the funds to provide remotely monitored, at-home therapy for stroke patients.<br /><br />Aside from all the philanthropy and innovation in the <em>Circus Challenge</em> project, we think the game design is pretty <em>pretty</em> as well. First, we were surprised that the <a href="http://www.joystiq.com/2012/03/04/new-hawken-gameplay-teaser-doesnt-look-like-an-indie-game/">really great-looking mech shooter</a> is being made by an indie studio, then it surprised us to <a href="http://www.joystiq.com/2012/02/27/hawken-developers-raise-10-million-in-capital-to-launch/">learn that it would be free-to-play</a>. And here's another surprise: Dave Perry's cloud gaming system Gaikai has signed a deal to let players see <em>Hawken</em> running through the service in advance of the planned December 12 release date.<br /><br />Gaikai allows nearly any game to <a href="http://www.joystiq.com/2011/11/10/gaikai-powers-streaming-dead-rising-2-demo/">be streamed directly from its servers</a> to any browser, which means that the first impression of the graphics-intensive <em>Hawken</em> will be playable anywhere Gaikai will run (including on some tablets, and computers of all shapes and sizes). This deal makes a lot of sense from both sides: <em>Hawken</em> needs a large audience to get its free-to-play engine running, and Gaikai could use a big title to connect users to its servers. Created by YouTube user jmoorfoot4, the mod gives players the ability to roam the streets of Liberty City as R2-D2.<br /><br />As the video above demonstrates, R2-D2 is just as pushy and capable of destruction as Niko Bellic ever was. That's how much creators Chris Jones and Aaron Conners have <a href="http://www.kickstarter.com/projects/251414413/tex-murphy-project-fedora">put together already</a> to make the long-awaited "Project Fedora," the next in the cult classic series of full motion video sci-fi noir titles.<br /><br />You can get a copy of the (eventual) game just by backing at the price of $15, and there are lots of other rewards for higher payments, including a collector's edition, new commentary for the old Tex Murphy games, and even the chance to beta test and be in the game itself. The creators say that the game will have full-motion video, but it will also include a 3D game world, with branching paths of story to follow. The information has since been pulled, but not before our friends at <a href="http://www.engadget.com/2012/05/18/gamestop-mobile-launches-as-att-virtual-carrier/">Engadget</a> reported on it.<br /><br />So, as long as GameStop Mobile continues to <em>not</em> be a reality, we will continue reporting the information we've yet to learn about the service. <em>Hypothetically-speaking</em>, GameStop Mobile would require AT&amp;T-compatible or unlocked devices.
