The offline-capable Tropico franchise is taking advantage of the always-online <a href="http://www.joystiq.com/2013/03/07/non-critical-simcity-features-disabled-to-improve-server-issue/"><em>SimCity</em> debacle</a> with a 75 percent discount on the entire series on Steam.<br /><br />The best deal in all the discounts is that the <a href="http://www.joystiq.com/2011/09/07/tropico-4-review/#review">excellent <em>Tropico 4</em></a> in its "Collector's Bundle," which includes every piece of DLC, along with the Modern Times expansion (which includes another full campaign), is only $10.<br /><br />The Tropico sale will last one week until March 15. That should be enough time for EA to figure out the <em>SimCity</em> servers. The "Megalopolis" downloadable content pack is available now for PC, adding a "new campaign, new avatar clothing and more" for $5. The DLC will be available for Xbox 360 later this year.<br /><br />The Megalopolis DLC adds the conventillo, which offers cheap housing with plenty of room before the ziggurat comes along. There's the new trait of bureaucrat to create residential buildings cheaper and with greater profit for El Presidente's personal account through the "building permit" edict. A representative for publisher Kalypso tells us that the company is currently "aiming for early February" as its new release window.<br /><br /><em>Omerta</em> departs from the simulation aspects of Tropico by also providing a turn-based battle system. A team of thugs is selected to carry out missions and help raise capital for your Prohibition era empire. The people are honoring you with a gold edition of your latest coup d'&eacute;tat du jour. <em>Tropico 4 Gold Edition</em>, which includes the core <a href="http://www.joystiq.com/2011/09/07/tropico-4-review/#review"><em>Tropico 4</em> experience</a> and its lengthy 'Modern Times' expansion, will be importable November 13 for Xbox 360 and PC at a suggested $39.99 price.<br /><br />Although the game does feature a sandbox mode, it would be a shame if you picked this up and missed out on the ridiculous campaign. <em>Tropico 4</em> is a milestone in the simulation genre, mixing the classic building aspects with an enjoyable over-the-top narrative: clone plagues and a zombie outbreak that can only be solved by plants, included. The next <em>Tropico</em> is developer Haemimont Games' next title after it ships <em>Omerta</em> this fall. Even more interesting, the game won't be as <a href="http://www.joystiq.com/2011/09/07/tropico-4-review/#review">obviously iterative</a> as it was between <em>Tropico 3</em> and <em>Tropico 4</em>.<br /><br />"We've already started on Tropico. This time we're wiping the whole game clean and building it from the ground up," explained Gabriel Dobrev, chief executive officer of the Bulgarian developer. "We're starting with a clean design this time and all the graphics will be new."<br /><br />Dobrev says he's a fan of the Caribbean atmosphere, political aspects and story possibilities of the Tropico universe. He wouldn't share any more details about the new island adventure or pinpoint the era it would take place in, but said it's "larger in scope." Developed by Haemimont Games, the Atlantic City mob simulator isn't so much about building a burg like in the developer's Tropico series, but is actually focused on turn-based combat and keeping the economy of the player's mob empire stable.<br /><br /><em>Omerta</em>'s prohibition setting of the 1920s puts players in control of obtaining and maintaining a mob network that's earning cash through speakeasies, distilleries, bank heists and more. The game takes place on two levels, with the macro mob management game and the turn-based missions, where a team is personally selected thugs rob a bank, take out the competition or other enterprising opportunities. The game was previously announced for PC, but will now make its way to Microsoft's console, much like <em>Tropico 3, Tropico 4</em> and <em>Tropico 4: Modern Times</em> (<a href="http://www.joystiq.com/2011/09/22/tropico-4-for-xbox-360-on-slow-banana-boat-delayed-until-oct-1/">albeit</a>, a little later).<br /><br />Instead of controlling the day to day of Tropico's banana republic operations, Omerta takes place in the 1920s, as players work their way up as a powerful mobster on the macro level. The made men and women of Omerta must construct or buy building to create speakeasies, distilleries, illegal boxing rings and much more to be good earners. The <em>Modern Times</em> expansion is available now through <a href="http://store.steampowered.com/app/205630/?snr=1_7_suggest__13">Steam</a> and <a href="http://www.amazon.com/Tropico-Modern-Times-Online-Game/dp/B007P5SGJA/ref=sr_1_2?s=videogames&amp;ie=UTF8&amp;qid=1333127491&amp;sr=1-2">Amazon</a> for $20.<br /><br />The boxed retail version of <em>Modern Times</em> will still be available next week. The shipments are currently en route within large storage containers with air holes. El Presidente didn't want to keep filling Tropican prisons with rebels... so he found a new export. El Presidente will deal with modernity when <em>Tropico 4: Modern Times</em> hits Xbox 360 and PC this March. Propaganda claims the expansion will feature an "extensive" new single-player campaign. Considering <em>Tropico 4</em>'s normal campaign lasted dozens upon dozens of hours, we'll take the officials at their word on this one.<br />

Along with the new campaign, the expansion includes 30 buildings, 12 challenges and 10 edicts to make El Presidente's bank account expand on the labor of the grateful working class. I, Penultimo, your trusted and loyal adviser, understand that you have ordered copies of <em>Tropico 4</em> not be imported to the island and stated, in your wisdom, that not enough has changed from <em>Tropico 3 </em>to this latest sequel to acquiesce on requested import taxes. Although you are correct on many, many levels, I humbly note the following changes that may shift your perspective.<br />
<br />
On the surface, <em>Tropico 4</em> is almost identical to <em>Tropico 3</em>. It looks the same, controls the same, the UI is similar, art is reused, you'll still have to put parking garages (seriously!) everywhere and it's difficult to initially discern what's changed at all. Haemimont Games, the company which brought about the relaunch of the <em>Tropico</em> franchise, recently released a trailer for its new IP, <a href="http://www.joystiq.com/game/the-first-templar"><em>The First Templar</em></a>. In true Templar fashion, the game appears to be very Grail centric. People of Tropico, it is I, Juanito! It appears that El Presidente is ready to simulate his next revoluci&oacute;n, as he has ordered Haemimont Games, creators of <a href="http://joystiq.com/tag/tropico-3"><em>Tropico 3</em></a>, to make him another sequel. <em>Tropico 4</em> has been announced for PC, but publisher Kalypso Games hints at a "possible console version" -- the previous installment was released on Xbox 360. The banana republic simulator is currently scheduled for a calendar Q2 2011 release.<br />
<br />
<em>Tropico 4</em> will have a new campaign with 20 missions on 10 new maps, 20 "new buildings" and a whole sweatshop-produced mess of other features, including Facebook and Twitter integration. <em><br />
<br />
Tropico 3</em> was a <a href="http://www.metacritic.com/game/pc/tropico-3">very competent game</a> that recaptured the spirit of the original. If the fourth installment can streamline some of the more unruly micromanagement and flow issues of the last game, Haemimont Games could have one of the best strategy sims in years on its coconut-oiled hands.<br />

<a href="http://joystiq.com/tag/tropico-3"><em>Tropico 3</em></a> will have the <em>Absolute Power</em> expansion available this summer for PC, bringing some valuable tweaks for El Presidente to implement in the banana republic. The $20 expansion contains 10 new missions, several new buildings, "megalomania edicts," six new landmarks and the "Loyalist Faction," who will always stand by El Presidente no matter what silly decisions he makes.<br />
<br />
The expansion's updates aren't just cosmetic, as there will apparently be new radio announcements hinting at daily life and "more icons displaying the status of buildings and displaying input/output storage numbers." <em>Tropico 3</em> launched late last year as a fairly solid sim title with some niggling issues. Hopefully, the expansion will fix the minor points and <em>Absolute Power</em> won't corrupt the game absolutely.<br />

Kalypso Media's press release yesterday implying user generated content and a "powerful new mission editor" existing in the <a href="http://xbox.joystiq.com/2009/10/21/tropico-3-for-xbox-360-moved-to-early-2010/">delayed</a> Xbox 360 version of <em>Tropico 3</em> certainly required us to call El Presidente to verify the authenticty of the claim. Turns out some lines got crossed, which is bound to happen when dealing with a <a href="http://www.joystiq.com/2009/10/26/tropico-3-publisher-aiming-for-10-games-a-year/">developing banana publisher</a>, and a representative clarified the situation.<br /><br />"Some of the top rated missions created with the challenge editor for the PC version will be made available to Xbox 360 players," a representative explained. "There is no mission editor for the 360 version." Now that makes more sense. Publisher Kalypso Media USA and its recently released debut title, <a href="http://joystiq.com/tag/tropico-3"><em>Tropico 3</em></a>, have something in common: both are trying to build an empire from the ground up. Speaking with the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/23/AR2009102304323.html?wpisrc=newsletter&amp;wpisrc=newsletter&amp;wpisrc=newsletter">The Washington Post</a>, Kalypso's El Presidente Deborah Tillett describes the current economic climate as a good time to start something up, because "you can't get worse than zero."<br /><br />Tillett explains that Kalypso had the opportunity to buy the <em>Tropico</em> rights from Take-Two because the previous games sold "hundreds of thousands of copies." That's great for Kalypso, but Take-Two wouldn't have been able to make enough profit if it had done another installment. With the release of <a href="http://joystiq.com/tag/tropico-3"><em>Tropico 3</em></a> on PC this week, a few of you have asked where the Xbox 360 version went off to. Turns out that in the third paragraph of a random press release dated a month ago, publisher Kalypso Entertainment stated the game was delayed until "early 2010." <br />

Several retailers currently list the new release date as February 2, 2010. We contacted the company to find out if it could confirm the date, but a representative stuck with "early 2010." Despite what you've been led to believe in recent years, a beta is <em>not a demo</em>, and your job is to actually help test the game and report bugs.<br /><br />Those interested in helping make the banana republic simulator the best it can be, can head on over to the <a href="http://www.haemimontgames.com/tropico3/betatest.php">Haemimont Games website</a> and fill out an application. OK, we wrote the headline and even we have a hard time believing it. Yes, <a href="http://joystiq.com/tag/tropico-3"><em>Tropico 3</em></a>, the revolutionary leader to banana republic simulators everywhere, is coming to the Xbox 360, as well as the PC, this September. The Xbox version is being developed by Haemimont Games in Bulgaria, the same company working on the PC version.<br /><br />We admit to being very curious to see how this game shapes up, especially since there aren't many simulation games on the console. Publisher Kalypso Games announced today the game will release in North America sometime in September.
