NIS America is bringing the updated 3DS version of Atlus' classic 1997 Sega Saturn RPG <a href="http://www.joystiq.com/game/devil-summoner-soul-hackers"><em>Shin Megami Tensei: Devil Summoner: Soul Hackers</em></a> to Europe this fall on Friday, September 13. The game's labyrinthine dungeons and too-cute-for-their-own-good demonfolk were already released stateside <a href="http://www.joystiq.com/2013/01/17/shin-megami-tensei-devil-summoner-soul-hackers-summoned-to-3ds/">last month</a> and in Japan last August.<br />

A new PS4 ad in Europe provides further indication the continent can expect the console to arrive there this year. While Sony <a href="http://www.joystiq.com/2013/02/20/playstation-4/">announced</a> the PS4 was due "Holiday 2013" back at February's reveal event, the company <a href="http://www.digitalspy.co.uk/gaming/interviews/a460945/ps4-interview-sony-uk-boss-talks-streaming-hardware-and-uk-launch.htmlhttp://www.digitalspy.co.uk/gaming/interviews/a460945/ps4-interview-sony-uk-boss-talks-streaming-hardware-and-uk-launch.html">declined to commit</a> to which regions that window applied to. However, a new PS4 ad, first <a href="http://ncloud.blogspot.co.uk/2013/05/uk-metro-newspaper-ps4-coming-2013.html">spotted</a> in today's Metro newspaper in the UK, then later <a href="https://twitter.com/PlayStationEU/status/337908409984749568">tweeted</a> by PlayStation Europe, says the PS4 is "Coming 2013."<br />

Europeans have good reason to be cautious about a tentative window. The PS3 reached the continent in March 2007, having arrived in North America and Japan some four months prior - and that was via <a href="http://www.joystiq.com/2006/09/06/european-launch-of-playstation-3-delayed-until-march-2007/">a last-minute delay</a>, too.<br />

When asked if this confirmed the PS4 is coming to Europe this year, a Sony Computer Entertainment Europe representative told us, "We announced at the PlayStation Meeting event on February 20 that [the] PS4 would be coming in 2013... the adverts are simply re-stating that message."<br />

Nintendo of America tell us it's got a Direct for tomorrow that's focused on summer Wii U and 3DS games. The company's Euro division also has a Wii U-focused Direct scheduled for the same time. Just to be different, its Direct is on spring <em>and</em> summer Wii U games. We've no confirmation of one for Japan yet, but chances are tomorrow's another worldwide triforce of Directs.<br />
<br />
Nintendo of Europe also announced there'll be a Direct broadcast around the time of next month's E3 conference, and that one will cover Wii U games for "autumn and beyond." Nintendo <a href="http://www.joystiq.com/2013/04/25/nintendo-details-its-new-e3-plans/">recently revealed</a> it'll have two closed events at E3 in lieu of the traditional presentation. The company noted "Nintendo Direct videos in the run up to E3," so there may be more pre-E3 broadcasts beyond the autumn one.<br />

European PlayStation Plus subscribers have plenty to keep themselves busy with when the rain inevitably lashes down on Wimbledon next month. June's Plus update brings two very different breeds of RPG to the PS3's Instant Game Collection in <em>Kingdoms of Amalur: Reckoning</em> and <em>Demon's Souls</em>, as well the <em>Ico and Shadow of the Colossus HD Collection</em>. All three games arrive a wee bit early on May 29.<br />

Meanwhile on Vita, June features <em>Rayman Origins</em> and <em>Coconut Dodge Revitalized</em> for the portable. Both Vita games join the Collection on June 5. <em>Coconut Dodge Revitalized</em> is the next Futurlab PS Mini to get the HD treatment. As before, the self-explanatory (<a href="http://www.joystiq.com/2010/05/10/coconut-dodge-bounces-to-psn-may-19-in-europe-soon-in-us/">or not</a>) 2D high-scorer gets leaderboards and trophies support on Vita.<br />

The PS4 won't be delayed into 2014 in Europe, according to a <a href="http://www.computerandvideogames.com/405682/ps4-release-date-set-for-2013-in-europe-says-insider/">CVG</a> source. "An insider involved with PlayStation's business strategy" told the site Sony is expecting Microsoft to more aggressively target Europe. The insider claims Sony, mindful of the Xbox 360's early arrival ahead of the PS3, will release the PS4 on the continent this year to maintain the region's affinity for PlayStation.<br />

As CVG notes, <a href="http://www.edge-online.com/news/playstation-4-revealed/">Edge</a> sources previously claimed the PS4 would be delayed in Europe until "early 2014." Sony has precedent here; the PS3 reached Europe in March 2007, having arrived in North America and Japan in November 2006. Europe was originally lined up for November 2006 too, but Sony <a href="http://www.joystiq.com/2006/09/06/european-launch-of-playstation-3-delayed-until-march-2007/">delayed</a> the PS3's arrival with two months to go.<br />

At the PS4 reveal in February, Sony said the console was coming in "Holiday 2013," but <a href="http://www.digitalspy.co.uk/gaming/interviews/a460945/ps4-interview-sony-uk-boss-talks-streaming-hardware-and-uk-launch.html">refused to commit</a> to which regions the window applied to. As approximately projected, Square Enix posted a net loss of &yen;13.7 billion for the fiscal year ending March 31 2013, that converting to around $134 million. Back in March, Square Enix announced it was implementing major restructuring that would produce an <a href="http://www.joystiq.com/2013/03/26/square-enix-president-wada-to-step-down-106m-restructuring-l/">"extraordinary loss"</a>. Today the company further detailed its new strategy for the next fiscal year, in which it projects a return to profit.<br />
<br />
"The business environment surrounding the [Square Enix] Group is in the midst of major changes, where smart devices such as smartphones and tablet PCs are spreading rapidly," Square Enix stated in today's results, "while the console game markets in North America and Europe are increasingly competitive and oligopolistic. In light of such environmental changes, the Group is focusing all efforts on a substantial earnings improvement through driving reforms of business structure in order to establish new revenue base."<br />

Square Enix previously noted<a href="http://www.joystiq.com/2013/03/26/square-enix-weak-sales-tomb-raider-hitman-absolution/"> "weak" sales of "big console titles"</a> in North America and Europe, including <em>Sleeping Dogs</em>, <em>Hitman: Absolution</em>, and even <em>Tomb Raider</em>. Today the company said it will increasingly target smartphones and tablets, citing <em>Final Fantasy Airborne Brigade</em> and <em>Kaku-San-Sei Million Arthur </em>as satisfactorily profitable. Square Enix also noted <em>Dragon Quest X </em>as "showing steady performance."<br />

As such, the restructuring brings overhauls to Square Enix's larger-scale development,with the company looking to improve turnover and produce content better tailored for different regions. Square Enix was clearly dissatisfied with the performance of its western portfolio, and layoffs were incurred in the company's <a href="http://www.joystiq.com/2013/04/02/layoffs-square-enix-los-angeles/">North American</a> and <a href="http://www.joystiq.com/2013/04/29/square-enix-lays-off-staff-in-europe/">European</a> divisions.<br />

<a href="http://www.joystiq.com/tag/harvest-moon-a-new-beginning"><em>Harvest Moon: A New Beginning</em></a> may enter its European phase soon. The 3DS sim, which arrived in North America last October, cropped up on the Australian Classification Board and German ratings board USK over the weekend.<br />
<br />
Both ratings list Zen United as the publisher - Zen distributed <em>Persona 4 Arena</em> in Europe recently, and has a history of bringing BlazBlue and Arcana Hearts games to the region. <a href="http://www.joystiq.com/game/tearaway"><em>Tearaway</em></a>, the Vita game coming from LittleBigPlanet developer Media Molecule, has split itself into <a href="http://blog.eu.playstation.com/2013/05/09/tearaway-pre-order-extras-revealed/">two pre-order bonuses</a> in Europe, both available at participating retailers. The first pre-order bonus - the Jukebox Pack - includes avatars, a background for the Vita and the game's soundtrack, complete with a bonus song. The second bonus pack, Special Delivery, includes in-game costumes and an exclusive skin for a rideable pig (yes, in-game), with printable papercraft plans (out-of-game, obviously).<br />

 <em>Tearaway</em> hits retail and PSN on October 23 in Europe. And, once again, your choices for pre-orders in that region are soundtrack or <em>rideable pig</em>. <a href="http://www.joystiq.com/tag/kingdom-hearts-15-hd-remix"><em>Kingdom Hearts HD 1.5 Remix</em></a> is lined up for North America on September 10, and Europe on September 13. The upgrade to the autumn release window came courtesy of a Square Enix post on the PlayStation Blog, which also outlined the pre-order bonus for both regions, namely a limited edition artbook.<br />

Or maybe they haven't been patient. "We do expect changes to the UK office, which will affect personnel," the publisher said. "We will update you when the time is right, but our priority right now is for the people within the business." We've reached out to Square Enix for more information.<br /><br />These cuts follow <a href="http://www.joystiq.com/2013/04/03/square-enix-los-angeles-layoff-details-ceo-rumored-to-be-out-by/">layoffs in Square Enix's North American division</a>, during which the company warned of cuts coming in Europe and Japan. While we know the eight games initial confirmed for the Virtual Console launch in North America, we're still waiting on an ETA - we'll update this post as soon as we know.<br /><br />Europe's initial Virtual Console launch largely mirrors <a href="http://www.joystiq.com/2013/04/23/wii-u-virtual-console-launch-punch-out-excitebike-f-zero-5-m/">North America's</a>: <em>Donkey Kong. Jr</em>, <em>Excitebike</em>, <em>Ice Climbers</em>, <em>Punch Out</em>, <em>F-Zero</em>, and <em>Super Mario World</em> appear in both line-ups. Europe, however, doesn't get <em>Kirby's Adventure</em> and <em>Balloon Fight</em> - that may be to do with <a href="http://www.joystiq.com/2013/01/25/wii-u-virtual-console-drags-50hz-versions-to-europe/">the criticism</a> Nintendo received for releasing the slower 50Hz version of <em>Balloon Fight</em> in the region earlier this year. In the two games' European stead is <em>Mario's Super Picross</em>.<br /><br />In contrast, Japan's starting line-up is beefy. This week the non-profit's CEO calls on the UK games industry to send a clear message to the European Commission, that games are culturally and economically relevant.<br /><br />"[Games] generate culture, and are purveyors of culture in their own right," Twist <a href="http://www.develop-online.net/blog/460/Why-games-are-cultural-and-why-the-UK-needs-tax-breaks">writes</a>. "They generate emotion and opinions, and the way they do that is through story, through experiences, and a huge diversity of innovative mechanics ... We have to show why there are not as many culturally British games being made as there could be and how the credit would help address this."<br /><br />The UK games tax relief plan calls on developers to pass a "<a href="http://www.joystiq.com/2012/12/11/uk-video-game-tax-relief-hinges-on-passing-this-cultural-test/">cultural test</a>" before receiving financial aid, incentivizing games starring British lead characters, in British locations or made by a local British team. The EU Commission worries the tax relief could negatively impact competition.<br /><br />"The market for developing video games is dynamic and commercially promising," said EU Commission VP of Competition Policy Joaquin Almunia. "It is not clear whether the taxpayer should be subsidizing this activity. Such subsidies could even distort competition."<br /><br />Twist notes that the EU Commission investigated both the UK film tax credit and French video game tax system, both of which were eventually approved, setting a historical precedent to accept the UK's proposal. The breaks, <a href="http://www.joystiq.com/2012/03/21/uk-finally-implementing-game-tax-relief/">announced last year</a> by the UK government, are set to provide 25 percent tax relief on 80 percent of qualifying games' budget spent in the UK, a move long demanded by the country's ailing games industry. However, today's news raises serious doubts over whether or not they'll be implemented, with the EU Commission noting a number of concerns over the scheme.<br /><br />The European executive body not only doubts if the relief is needed to boost the country's games industry, but also noted the potential for positive discrimination towards "goods or services 'used and consumed' in the UK," as well as a "subsidy race" between EU states. The Commission also raised concerns over the proposed <a href="http://www.joystiq.com/2012/12/11/uk-video-game-tax-relief-hinges-on-passing-this-cultural-test/">UK cultural test</a> and whether or not that would produce "unique distortions of competition."<br /><br />"The market for developing video games is dynamic and commercially promising," said EU Commission VP of Competition Policy Joaquin Almunia. "It is not clear whether the taxpayer should be subsidizing this activity. Such subsidies could even distort competition."<br /><br />UK gaming trade body UKIE says it's "extremely disappointed" with the EU Commission's decision. In a response, UKIE noted such an investigation could delay the aid's implementation even if it was eventually approved.<br /><br /><span>"We believe this support is crucial in opening up the opportunity for developers to make culturally British games," said UKIE CEO Dr. Jo Twist, "But also as a vital incentive for development studios and large multinationals to base their development in the UK and nurture the talent here. We are still confident of having the scheme introduced and are fully committed to having it in place as soon as possible. The site's description says it includes a 4GB SD card, and prices the polka-dot bundle at &pound;190, which is the same price the <em>Monster Hunter 3 Ultimate</em> and <em>Fire Emblem: Awakening</em> XL bundles are going for in the region.<br /><br />Nintendo hasn't announced an <em>Animal Crossing: New Leaf</em> bundle for Europe (or North America), and ShopTo's listing has the same Japanese-emblazoned box as above, rather than a new English one. Having said that, its emergence just ahead of a <a href="http://www.joystiq.com/2013/04/15/watch-a-3ds-focused-nintendo-direct-april-17-at-10am-eastern/">Nintendo Direct broadcast</a> is a bit suspect. The 'Declassified' sale starts today and runs until April 24, bringing savings to Crysis, Hitman, Metal Slug, and Tom Clancy games among others. Standout discounts include <em>Hitman Trilogy HD</em> for &euro;11.99/&pound;9.69, and &euro;19.99/&pound;15.99 for the Splinter Cell Complete Pack, which includes <em>SC Trilogy HD</em>, <em>SC: Essentials</em>, and <em>SC: Double Agent</em>. However, it's still unclear when the <em>Bit.Trip Runner</em> follow-up will cross the PSN finish line in the region.<br /><br />Gaijin Games' rhythmic auto-run platformer is already out on XBLA, Steam, PSN, and the Wii U eShop in North America, but only the former two saw concurrent arrivals in Europe. As per a statement given to <a href="http://www.nintendolife.com/news/2013/04/nintendo_confirms_dr_kawashimars_devilish_brain_training_delay">Nintendo Life</a>, the delay of <em>Dr Kawashima's Devilish Brain Training: Can You Stay Focused?</em>, as it's leanly titled in Europe, is a strategic one, says Nintendo.<br /><br />"Nintendo has made the decision to push back the launch date of <em>Dr Kawashima's Devilish Brain Training: Can You Stay Focused?</em> for Nintendo 3DS to optimize the best possible launch timing of this title within the European market," the company told Nintendo Life. "We apologize for any inconvenience this may cause and we hope to announce a new launch date soon."<br /><br /><em>Brain Age: Concentration Training</em> isn't the only recent Nintendo game to endure a curious last-minute delay in Europe. <em>Scribblenauts Unlimited</em>, originally due in the region on Wii U and 3DS on February 8, is still without a release window; we contacted Nintendo recently for an update but only received <a href="http://www.joystiq.com/2013/02/05/scribblenauts-unlimited-delayed-in-europe-no-eta-provided/">the same statement</a> given out in February.<br /><br />The only update since then came courtesy of 5th Cell CEO Jeremiah Slaczka last month, who posted on <a href="http://www.neogaf.com/forum/showpost.php?p=52024746&amp;postcount=47">NeoGAF</a> to say, "It's been delayed due to some localization standards. It'll be out when that's fixed. There are people working in it. Those standards have nothing to do with inappropriate words or adding 'u's to words to make them British (that'd be insane if that was the reason). "These problems mean that currently you will experience difficulties that may prevent you from completing the game. <span>Currently we are doing everything we can to fix these problems as quickly as possible so that you will be able to enjoy <em>DSO</em> in full."</span><br /><br />Ghostlight is working with publisher Atlus and Nintendo on getting a patch out.<em> Devil Survivor Overclocked</em> was originally scheduled to launch in the EU on April 5, but was <a href="http://www.joystiq.com/2013/03/07/devil-survivor-overclocked-checks-the-time-hits-eu-one-week-ear/">pushed up</a> to March 29. The European launch of the indie minimalist platformer will see it be free for Plus subscribers on the continent. Curve <a href="http://www.joystiq.com/2013/03/22/thomas-was-alone-on-ps3-and-vita-april-24-in-eu-april-30-in-na/">just announced</a> <em>Thomas Was Alone</em> is coming to PS3 and Vita in Europe on April 24, and April 30 in North America.<br /><br />The other subscription-based freebies headed the continent's way are <em>Okami HD</em>, <em>Lord of the Rings: War in the North</em>, and <em>The Cave</em>, all for PS3 on April 3, along with <em>Zero Escape: Virtue's Last Reward</em> for Vita on April 10.<br /><br />As always, a few games now find themselves in PS Plus' last chance saloon. Nintendo confirmed the same release date for North America <a href="http://www.joystiq.com/2013/02/14/new-mario-and-donkey-kong-dillon-and-more-headed-to-3ds-eshop/">earlier this year</a>, but Europe will have to wait a little longer for the demo. It's out in North America now, but won't be across the ocean until March 21.<br /><br />As you might gather from the above trailer, <em>HarmoKnight</em> comes courtesy of Pok&eacute;mon dev Game Freak. As this <a href="http://www.nintendo.co.uk/Iwata-Asks/Iwata-Asks-HarmoKnight/HarmoKnight/4-A-Few-Familiar-Tunes/4-A-Few-Familiar-Tunes-722903.html">Iwata Asks</a> feature reveals, while Game Freak was apprehensive about putting Pok&eacute;mon songs in a fantasy-themed game, they couldn't resist adding some bonus Pok&eacute;mon-themed levels outside of the main story. What you lose in radio-controlled miniature vehicles, you gain in choice, as there are four different special editions.<br /><br />The 5th Freedom Edition is exclusive to GAME in the UK and GameStop in Ireland, and comes with a Sam Fisher figurine, <em>Splinter Cell Echoes</em> graphic novel, two co-op maps, and some in-game gear, all in a steelbook case (well, except for the in-game items that exist only in a digital state).<br /><br />The 5th Freedom Silver Edition, exclusive to <a href="http://shop.ubi.com/promo/92574600">Uplay</a>, is like the other 5th Freedom, but with a fancier steelbook and a silver Sam Fisher.<br /><br />The Ultimatum Edition comes with a digital watch, a shorter selection of Splinter Cell Echoes, and a bit less unlockable gear, along with a really silly name. Finally, the Upper Echelon Day 1 Edition comes with a bunch of digital stuff: the maps, some gold goggles, the "legendary Upper Echelon Suit," and more. Ghostlight, the European publisher, pushed the date up on its <a href="http://www.ghostlight.uk.com/games/nintendo-3ds/devil-survivor-overclocked.html">online store</a> where the game is available for pre-order at &pound;35.<br /><br /><em>Devil Survivor Overclocked</em> dropped in Japan and North America in fall 2011. Pre-orders from the Ghostlight store get two posters, one featuring the box art and the other a rendition of the game's Tokyo skyline. The game was previously earmarked for <a href="http://www.joystiq.com/2012/04/10/lost-planet-3-coming-in-2013-from-spark-unlimited/">early 2013</a>, but early 2013 has all but come and gone, so a delay isn't too surprising.
