We didn't think <em><a href="http://www.joystiq.com/tag/fallout-3">Fallout 3</a> </em>was close enough to completion for a rating, but the Australian Office of Film and Literature Classification has <a href="http://www.classification.gov.au/special.html?p=156&amp;record=228415">already refused to classify the title</a>, effectively banning it from sale in the country. The game be resubmitted, with edits, in the hopes it meets the gudelines for MA15+ rating. If <a href="http://www.joystiq.com/2008/04/10/rockstar-stands-behind-australian-gta-iv-edits-calls-for-18-r/"><em>Grand Theft Auto IV </em>could do it</a>, we have no doubt that Bethesda will find a way to edit the game for sales in the Land Down Under. We talked about the <a href="http://www.joystiq.com/2008/07/08/bethesda-talks-murder-sex-slavery-and-cannibalism-in-fallout-3/">exhaustive <em>Fallout 3</em> Q&amp;A</a> yesterday, but there are a few morsels of information we want to point out specifically, chief among them are new images that reveal the <a href="http://www.joystiq.com/photos/fallout-3/908330/">Megaton Bar</a>, a <a href="http://www.joystiq.com/photos/fallout-3/908331/">"shotgun on robot"</a> and the <a href="http://www.joystiq.com/photos/fallout-3/908332/">Pip-Boy skills menu</a>.<br /><br />For the <em>Fallout </em>purists, chances are you'll be dismayed to hear that traits have been taken out of the game and melded into the perks system, which has been modified to where you're allowed a new perk with every level. "That was a hard decision for us, and one that took, literally, years," said executive producer Todd Howard, who noted that the traits and perks system were so related that many of the <a href="http://www.joystiq.com/2007/11/20/fallout-3-create-a-perk-contest-winner-selected-grim-reapers/">design-a-perk contest entrants</a> were actually traits. <br /><br />According to Howard, if you include ranks, there are about 100 perks available and only 19 chances to pick a perk each game (level cap is 20). While the ballyhoo around Blizzard's announcement of <a href="http://www.joystiq.com/tag/diablo-3"><em>Diablo 3</em></a> kept us all sleep deprived and glued to our screens this last weekend, some were left not as impressed as others. And by some, we mean <em>Fallout 3</em> production director Ashley Cheng, who feels the series' third trip to the well is too 'conservative.'<br /><br /> "I must say," <a href="http://www.ashleycheng.com/2008/06/when-ship-runs-out-of-ocean.html">wrote Cheng on his blog</a>, "I am disappointed that Blizzard has stayed on the conservative side in terms of design with their updates to <em>Diablo </em>and <em>Starcraft</em>." However, he tempered his displeasure with a measure of excitement, writing that he "loved" the game's destructible environments and that the vaunted action RPG looks "pretty amazing." Even so, take heed, dear Blizzard. As if <a href="http://www.joystiq.com/2008/06/04/fallout-3-collectors-edition-gets-visualized/"><em>Fallout 3's Collector's Edition</em></a> wasn't enough to make you frantically type "DO WANT" in our comments section, Bethesda and Amazon have announced an even grander package, the <a href="http://fallout.bethsoft.com/eng/home/pr-060608.php"><em>Fallout 3 Survival Edition</em></a>. In what's essentially the <em>special</em> edition of the <em>collector's</em> edition, Amazon's offer includes all of the latter item's goodies -- a Vault Boy Bobblehead doll, a hardcover book of art and a behind-the-scenes DVD in a Vault-Tec lunch box -- as well as a  "life-size" replica of the Pip-Boy 3000, the wrist-mounted contraption worn by in-game apocalypse survivors.<br /><br />Of course, being a replica, the Pip-Boy 3000 doesn't offer the <a href="http://www.joystiq.com/2008/06/03/new-fallout-3-screens-show-pip-boy-statuses-leg-dismemberment/">full functionality</a> enjoyed by those wandering Bethesda's wasteland. This one's just a cool digital clock, we're afraid. It's already available for <a href="http://www.amazon.com/fallout3">pre-order</a> on Amazon (<a href="http://www.computerandvideogames.com/article.php?id=190479">but not to Europe</a>, sorry!), with the console and PC versions listed at $129.99 and $119.99, respectively. As if you needed more incentive to pre-order the game, the <a href="http://bethblog.com/index.php/2008/06/03/what-we-packed-for-lunch/ ">Bethesda Blog</a> has now revealed "representational images" of the <em><a href="http://www.joystiq.com/tag/fallout-3">Fallout 3</a> <a href="http://www.joystiq.com/2008/04/14/fallout-3-collectors-edition-sounds-delightful/">Collector's Edition</a></em>. Based on the above design, the Vault Boy bobble head will likely be the same vertical size as the Vault-Tec lunch box, and the hardcover art book about the same diameter as a DVD. <div align="left">Meet. Albert. Poor Albert has a wounded right leg, and an extremely wounded left leg. He's also got some major issues with his head. We haven't seen Albert before, mind you, but we do have <a href="http://www.joystiq.com/photos/fallout-3/837936/full/">an image from his Pip-Boy</a>, one of three new images that Bethesda has released for <em>Fallout 3</em>. The image also gives a good indication as to how menu navigation will work.<br /></div>
<br />Another new screenshot released shows the Vault dweller literally <a href="http://www.joystiq.com/photos/fallout-3/837937/full/">shooting off the leg of a mutant adversary</a>. Come to think of it, we really hope that wasn't Albert he just hurt. After <a href="http://www.joystiq.com/2008/05/21/gametap-welcomes-back-interplay-adding-more-take-two/">last month's announcement of Interplay catalog titles coming to GameTap</a>, we surely weren't alone in wondering where the Fallout games were. Sure, <em>MDK</em> and <em>Earthworm Jim</em> are great additions but, with <em><a href="http://www.joystiq.com/tag/Fallout-3/">Fallout 3 </a></em>coming out later this year, the absence was enough to make us reach for the bottle. Now, just a few weeks later, the 'Tap has announced that those previously announced Interplay titles - as well as the "widely successful <em>Fallout</em> titles" - will be available not only through the subscription service but also for free play on the ad-supported website.<br /><br />And just like that, put another check mark on Interplay's ongoing quest to monetize their stable of properties and turn all that red ink black. US-based monitoring group SITE said there has been a video released on Islamic militant forums encouraging terrorists to detonate WMDs in America. According to Australian-based <a href="http://www.news.com.au/story/0,23599,23775429-2,00.html">News.com.au</a>, "SITE also released a computer-generated image, showing Washington DC in the aftermath of a nuclear attack, which reportedly appeared on an Islamist forum." If that released image, featured in the article and reprinted above (<em>sans</em> kangaroo, we added that), looks familiar, that's because it's concept art from <a href="http://www.joystiq.com/tag/fallout-3"><em>Fallout 3</em>,</a> released back in <a href="http://www.joystiq.com/2007/05/14/today-in-joystiq-may-14-2007/">May 2007</a> (a high-resolution image is <a href="http://www.joystiq.com/photos/fallout-3/256924/full/">available here</a>). <br /><br />To be clear, we're not faulting SITE or anyone else involved in this story -- after all, it's an unmarked piece of concept art that does illustrate the terrorist's goal, and SITE doesn't make any claims as to the origins of the image. <br />Cake, pizza, fabric, all things you can take a chunk out of to judge the quality. But <a href="http://www.joystiq.com/tag/Fallout-3/"><em>Fallout 3</em></a>, it's more like a Jenga tower or a baby: Taking a sample slice out of it won't end up well for anyone. To that end Eurogamer reports that Bethesda's Pete Hines says there will be no demo for the sprawling action RPG.<br /><br /> "When you build it as one thing, there's no way to portion off a section and have it stand on its own without putting the whole game in the demo, which we're just not going to do," Hines told the publication. But honestly, if at their heart demos are to help consumers make wise buying decisions, do you really <em>need </em>one for <em>Fallout 3</em>? We'll be fine waiting to have our minds blown by the whole package. In the interim, enjoy these three new screenshots Bethesda released today, to take the edge off. <br />

He trudged through a collapsed building, firing a machine gun at ambling, radiated mutants. The gore made me wince a little, with blood gurgling from zombie limbs. Earlier, he shot the head off another enemy, and blood arced straight out of the neck, as if it was trying to reach the brain one last time. <br /><br />Only minutes earlier, he'd shown me how the player's character grows up in an underground bunker, with <a href="http://www.joystiq.com/2007/07/01/joystiq-first-look-fallout-3/">those moments</a> acting partly as tutorial and partly as a character creator. Your father, for example, stays hidden in the shadows after your birth until he checks out how the infant will look grown up. "We're up to over 500 now," Hines noted. I asked further about what that means. "That's the big thing. 'What does it mean?' It's not 500 completely different things that happen at the end of the game." <span style="font-style: italic;">Fallout 3</span> follows the spirit of the prior two games by mixing together a slurry of possible cut-scenes and story elements.<br /> <br /> "For folks who played the original games, this isn't news. It's what the original <span style="font-style: italic;">Fallouts</span> did, where you know, <span style="font-style: italic;">did you do this or did you do this?</span> And which one of those you did plays that part of the cut scene."<br /> <br /> As Hines moved around dark corners, he showed off the system that lets gamers choose to play as a real-time or turn-based shooter. Basically, you hit a button to activate turn-based mode, pausing the scene, and queuing up specific attacks to enemies. After running out of your attack slots -- these are based on the firing rate and clip size of a weapon -- the action plays out in a brief movie-like sequence. Other times, he lobbed grenades around corners in real time, giggling once when a random zombie arm flung back across our field of view.<br /> <br /> Above ground, he showed off some of the Washington D.C. landmarks, saying that the city makes up about a fourth of the game. <span style="font-style: italic;">Fallout 3's</span> entire area is <a href="http://www.joystiq.com/2008/02/15/fallout-3s-world-50-to-80-percent-as-large-as-oblivion/">smaller</a> than <span style="font-style: italic;">Oblivion</span>, but Hines says it's denser, with more to do and less traveling.<br /><br />

I asked if downloadable content would follow in that game's path. Hines answered, "[Downloadable expansions are] certainly something -- given the popularity of the ones we did for <span style="font-style: italic;">Oblivion</span> -- that we'll be looking into. Until we get through the content creation part on the [full] game, it's all theoretical."<br /> <br /> He showed off a few voiced characters, including your father played by Liam Neeson, but most of the dialogue was still placeholder. Bethesda is working on finishing the rest of the game before the company can go back and add final lines, but Hines expects more than <span style="font-style: italic;">Oblivion</span>, with roughly 50 to 60 different character voices.<br /> <br /> As far as the total time of recorded lines, he worked me through the math, saying, "I don't know how many hours it is, but I bet it's a lot. 'Cause we're talking about having like three sound studios running 24 hours-a-day for the better part of a month just to get through everything we've got to record, then process and output. There's a lot ... more voice actors than we used [in <span style="font-style: italic;">Oblivion</span>.]"<br /> <br /> At the end of the hour-long demo, I especially learned that <span style="font-style: italic;">Fallout 3</span> will take days and weeks to ease into. From wry touches at the beginning -- the A button calls out "Da-da" -- to a helpful dog that understands your commands to bring back food and useful items, <span style="font-style: italic;">Fallout</span> is full of depth. I'm looking forward to seeing the game's other layers with its worldwide, <a href="http://www.joystiq.com/2008/02/18/fallout-3-to-get-simultaneous-release-on-ps3-xbox-360-pc/">simultaneous release</a> for 360, PC, and PS3 in Fall, 2008.<br /><br />

It's been awhile since we've had an update on Interplay's long-promised Fallout MMO. To get some of you up to speed: <a href="http://www.joystiq.com/2006/12/13/boardroom-guys-lets-make-a-fallout-mmo/">plans for a Fallout MMO</a> that could revive the ailing company were teased out of a November 2006 SEC filing. In April of the following year, Bethesda - already hard at work on <em>Fallout 3</em> - <a href="http://www.joystiq.com/2007/04/12/great-geiger-bethesda-buys-fallout-ip/">bought the rights to the series from Interplay</a> for $5.75 million. The deal allowed Interplay to be a licensee, paying Bethesda a 12% royalty on net sales of the still-vaporous Fallout MMO. In August, Interplay's CEO stated in an earning statement that "Fallout Online will <a href="http://www.joystiq.com/2007/08/15/interplay-trying-to-gather-funds-for-fallout-mmo/">play a key role in the future of Interplay</a>" and in November the company revealed <a href="http://www.joystiq.com/2007/11/14/fallout-sale-to-help-fund-earthworm-jim-descent-comebacks/">ambitions to rekindle franchises</a> like <em>Earthworm Jim</em>, <em>MDK</em>, <em>Descent</em>, and <em>Dark Alliance</em>. <br /><br />Now, in yet another earnings report wrapping up their 2007 fiscal year, Interplay reaffirms its ambition to secure funding for the <a href="http://www.joystiq.com/tag/Fallout-MMO/">Fallout MMO</a> as well as "creating sequels to some of its most successful games," notably the four listed above. To that end, it's hiring developers and will be launching a new web site "imminently." <em>Fallout</em> fans can look forward to over 200 different endings with the upcoming <em>Fallout 3</em>, according to Executive Producer Todd Howard. Speaking on the <a href="http://www.oxmpodcast.com/?p=134">OXM podcast</a> (interview starts at 37-minute mark) Howard said, "Being that we are Bethesda, everything gets a bit big. So as of last week, we're over 200 endings. That is not an exaggeration, but it deserves some descriptions."<br /><br />The clarification is that, like other <em>Fallout</em> games, choices you make in the game will affect aspects of the ending, so that figure is really a combination of many sub-endings. The real question, then, is how many times do you have to beat the game to see every sub-ending?<br /><br />Howard also confirmed that <em>Fallout 3 </em>is twice the size than anticipated and <a href="http://www.joystiq.com/2008/02/15/fallout-3s-world-50-to-80-percent-as-large-as-oblivion/">close to the size</a> of <em>Oblivion. </em>"The game is easily 100 hours," he said. A <a href="http://www.gamasutra.com/php-bin/news_index.php?story=17730">new development studio has formed</a> in Pasadena, CA, co-founded by former developers of titles like <em>Fallout</em> and <em>Medal of Honor</em>. The new studio, named WhiteMoon Dreams (huh), will focus on creating original IP for the Xbox 360, Playstation 3, and Nintendo Wii, but is also open to working with developers on titles in need of assistance.<br /><br />Heading the studio are Jay Kootarappallil -- a former EA technical art director for titles like <a href="http://www.joystiq.com/tag/ratchetandclank"><em>Ratchet &amp; Clank</em></a> and <a href="http://moh"><em>Medal of Honor</em></a> -- and R. Scott Campbell -- lead concept and game designer on <a href="http://www.joystiq.com/tag/fallout"><em>Fallout</em></a>. At the moment the team is working with a "major Japanese publisher" on an unannounced title. The team hopes to focus on innovative gameplay, and "new directions in the visual medium." "Every time you kill an opponent, all your action points are automatically restored." So goes the description for the perk "Grim Reaper's Sprint," winner of Bethesda's <em>Fallout 3 </em>Create a Perk contest. The designer, Marc-Andr&eacute; Deslongchamps of Montreal, will see his perk included in the final game as well as receive a package of <a href="http://fallout.bethsoft.com/vault/falloutcontest.html">PC-related prizes</a>.<br /><br />The contest, announced in <a href="http://www.joystiq.com/2007/10/03/design-a-fallout-3-perk-win-notoriety-and-gaming-gear/">early October</a>, was in honor of <em>Fallout's </em>10th anniversary. Interplay also noted that, should it be able to obtain further financing, the developer intends to "develop sequels to some of the most successful games, including <em>Earthworm Jim, Dark Alliance, Descent </em>and <em>MDK.</em>" The developer also plans to continue work on a <a href="http://www.joystiq.com/2007/08/15/interplay-trying-to-gather-funds-for-fallout-mmo/"><em>Fallout </em>MMO.</a><br /> <br /> The connection to Interplay's former post-apocalyptic franchise doesn't end there; it's as interwoven into this story as the characters from <em>LOST </em>are to each other. The "veteran game developer," as it turns out, is former <em>Fallout </em>designer <a href="http://en.wikipedia.org/wiki/Jason_Anderson_%28artist%29">Jason Anderson</a>, who worked on the first and second games before leaving with fellow <em>Fallout </em>devs Tim Cain and Leonard Boyarsky to form Troika games. MMO factory NCSoft today took the wrapping paper off of <a href="http://www.carbinestudios.com/news/">Carbine Studios</a>, its latest developer. According to the press release, Carbine has some very apt cogs in its machinery deriving from 17 former Blizzard employees, "including lead and senior developers from the <em>World of Warcraft</em> team," including lead designer Kevin Beardslee, who is now the vice president of design.<br /><br />Additionally, former <em>Fallout</em> designer Tim Cain has been tapped to be the programmer director. Carbine is currently working on an unannounced MMO, according to their website.
