Most of the information is confidential by request, but a diagram showing the location of the FCC ID (above) suggests a hardware configuration that is shaped differently from the existing PS3 Slim - in fact, it's closer in shape to the original PS3.<br /><br />From the diagram alone, it's impossible to tell how this potential model differs in size. Perhaps it's tiny like a <a href="http://en.wikipedia.org/wiki/PlayStation_(console)#PSone">PSOne</a>. According to some FCC documents that have surfaced online, yet another content streaming service could be headed to gaming consoles soon. A <a href="http://fjallfoss.fcc.gov/ecfs/document/view?id=7021348164">filing of an FCC call</a> (PDF link) between the Fox Entertainment Group and a multichannel video programming distribution partner shows this partner's intent to broaden the platforms it offers content on -- a move that will see "its subscription and on-demand video services available directly to widely-marketed consumer electronics devices, such as game consoles" sometime in the "near future." Fox content would obviously be offered.<br />

There isn't any evidence suggesting who the distribution partner is, but <a href="http://www.gamasutra.com/view/news/34683/FCC_Filing_Points_To_New_Video_Service_Coming_To_Game_Consoles.php">Gamasutra</a> surmises it is a major cable, FiOS or satellite provider operating in the US. As spotted by <a href="http://www.engadget.com/2010/06/11/new-ps3-models-outed-by-fcc-just-days-ahead-of-e3/">Engadget</a> a few days ago, the <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=556518&amp;fcc_id=%27AK8CBEH1700">FCC</a> has tested new PS3 models, including a new debugging station. CECH-2501, as listed, undoubtedly features a few changes from the current Slim series: CECH-2100. Sony has tweaked the PS3 hardware over the years (with many minor changes unannounced to the public). Likely, this new hardware continues Sony's cost-cutting measures. But will it feature any consumer-oriented changes? A recent <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=462292&amp;fcc_id=%27EW4DWMW028%27">Federal Communications Commission filing</a> made by Nintendo has been the source of no small amount of speculation over the past few days. The seemingly innocuous entry on the FCC's site was submitted to get the Nintendo DS Wi-Fi card approved for U.S. distribution -- however, the image submitted alongside the filing (which has since been removed) is believed by some to give a few hints about the internal composition of the <a href="http://www.joystiq.com/tag/3ds">Nintendo 3DS</a>.<br />

<a href="http://www.eurogamer.net/articles/digitalfoundry-3ds-dev-motherboard-sighted">Digital Foundry has a great breakdown</a> of the image, which appears to exhibit the motherboard of a DS test kit or development kit. The tech site points out that one of the screens adheres to the 4:3 aspect ratio of current DS models, while one screen appears to be substantially wider. If this is a stripped-down version of the 3DS, this could indicate that only one of its two screens uses 3D display technology.<br />

Also worth noting is the "CTR" designation the hardware is given in the FCC listing. As Digital Foundry points out, each model of the DS has had a three-letter codename for internal use: The DSi was called "TWL," the DSi XL was called "UTL," and so on. CTR is a whole new callsign, which may indicate that this is a whole new piece of hardware. Sony's <a href="http://www.joystiq.com/tag/playstation-move">PlayStation Move</a> sub-controller had its naming day at the <a href="http://search2.fcc.gov/search/index.htm?job=search&amp;site=fcc_all&amp;q=navigator&amp;Submit+search+request.x=0&amp;Submit+search+request.y=0&amp;Submit+search+request=Submit">FCC</a> and marched off proudly as the "Navigation Controller." Mazel tov. The <a href="http://us.playstation.com/ps3/accessories/scph-98061.html">Sony America website</a> has been updated to reflect the change. Meanwhile, the Wii Nunchuk controller is sipping its scotch in the corner and laughing maniacally over (somehow) having the cooler name.<br />

The next major public opportunity for the "Navigation Controller" to shake and Move its assets will be at Sony's E3 press conference, slated for <a href="http://www.joystiq.com/2010/04/06/sony-e3-2010-press-conference-set-for-june-15/">June 15</a>.<br />

<div style="text-align: left;">Last month, a group of online game developers (from companies like <a href="http://www.joystiq.com/tag/turbine">Turbine</a> and <a href="http://www.joystiq.com/tag/vivox">Vivox</a>, and even <a href="http://www.dariusforigda.org/2010/02/my-igda-board-candidacy-statement/">a board candidate</a> for the <a href="http://www.igda.org/">Independent Game Developers Association</a>) <a href="http://www.digitalsociety.org/2010/02/game-developers-demand-regulations-to-ban-premium-peering/">met with the FCC</a> to argue for Internet neutrality, and against Internet Service Providers offering premium access and bandwidth to paying game publishers (<a href="http://fjallfoss.fcc.gov/ecfs/document/view?id=7020380907">here's the PDF</a> of the meeting notes). The argument here, brought up again by <a href="http://www.digitalsociety.org/2010/02/game-developers-demand-regulations-to-ban-premium-peering/">a think tank called Digital Society</a>, is about differentiating certain network connections from others -- if you allow ISPs to charge for accounts with better quality of service (QoS), then it's possible, argue these game developers, that companies or customers who don't pay will end up suffering from lag and other game-breaking problems.</div>

It's a tough issue. As the game devs told the FCC, bandwidth is already tough to program around (especially in games like FPSes where nanoseconds count), and with the advent of bandwidth-intensive services like <a href="http://www.joystiq.com/tag/onlive">OnLive</a> and <a href="http://en.wikipedia.org/wiki/Peering">"peering"</a> rather than dedicated servers, these developers argue that ISPs charging companies for QoS would edge out entrepreneurs and actually discourage innovation in gaming. ISPs answer that a premium service doesn't mean the non-premium service is bad, just that they want to offer premium products to customers (and of course rake in the ensuing fees). Though no price or release date info was provided, Engadget was able to independently confirm the bundle's legitimacy. We've reached out to Sony for comment <strike>and have yet to hear back as of publication</strike> [see update below], though a representative from <em>Uncharted 2</em> developer Naughty Dog had yet to even hear of the bundle.<br /> <br /> Considering we heard about the larger hard drive nearly a month ago via an <a href="http://www.joystiq.com/2009/08/18/fcc-document-indicates-sony-planning-250gb-ps3-slim/">FCC filing</a> (those things don't lie people!), we're pretty sure the Sony's just holding off on an announcement until the Tokyo Game Show next week. Those <a href="http://www.joystiq.com/2009/09/10/rumor-three-different-250gb-ps3-bundles-hitting-the-uk-in-octob/">three UK-based PS3 bundles</a> now seem to be that much more likely, don't they?<br /><br /><strong>Update:</strong> Sony America says, "That tip is a complete fabrication." The <a href="http://www.engadget.com/2009/09/12/its-official-802-11n-standard-finalized-after-a-mere-seven-yea/">IEEE recently standardized</a> the 802.11n WiFi protocol, which has unofficially been appearing in consumer electronics products for over two years now. It seems that Microsoft is planning on keeping up with the times, as the Federal Communications Commission recently evaluated an "<a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=222852&amp;fcc_id=%27C3K1398">Xbox 360 Wireless N Networking Adapter</a>" that adheres to the new WLAN standard. Using said protocol, this new adapter should afford users double the transfer speed they had using their previous dongles, and will also provide a massive boost in connection range to WiFi hotspots.<br />
<br />
Of course, none of this matters if the thing costs $200 -- an estimate we arrived at using the "double the antennas, double the price" principle. We've contacted Microsoft for comment on the new hardware's due date and price point, and to find out if the new model effectively means we'll never, ever, <em>ever</em> see built-in WiFi for the 360.<br />

With its proposal for <a href="http://www.joystiq.com/2009/08/28/fcc-considering-universal-game-ratings-esa-unimpressed/">universal ratings</a>, the FCC is in the news again. Yet, despite its filings having become a <a href="http://www.joystiq.com/tag/fcc/">gold mine</a> for breaking news, from <a href="http://www.joystiq.com/2009/08/18/fcc-document-indicates-sony-planning-250gb-ps3-slim/">bigger Slims</a> to the <a href="http://www.joystiq.com/2009/08/28/fcc-exposes-dissects-dj-hero-turntable-peripheral/">secrets of turntablism</a>, many people are not entirely familiar with what exactly the FCC does -- beyond, of course, <a href="http://www.hulu.com/watch/50395/family-guy-the-freaking-fcc"><span style="font-style: italic;">Family Guy's</span> take</a> on the organization.<br /><br />The Federal Communications Commission was created by the Communications Act of 1934 as the successor to the Federal Radio Commission. The FCC was originally tasked with managing all non-governmental use of the radio waves, as well as managing the telephone infrastructure. The initial rationale for managing the airwaves was relatively straightforward: no one could own the air or frequencies, and unless there was someone managing the use of the airwaves, broadcasting would fall into chaos. (Just imagine if there was no system in place to determine and assign broadcast frequencies.) <br /><br />More importantly, there was a strong hope that the telephone system would work on a national level, and so consolidating management of these two key communication forces made sense. According to a <a href="http://www.bloomberg.com/apps/news?pid=20601103&amp;sid=aP9DO.D35St0">Bloomberg</a> report, the FCC will soon begin looking into the development of a universal rating system that would span television, games and mobile phone content. Unsurprisingly, the move comes in response to a Congressional call to see whether inappropriate content is harming children and if the current laws are adequate to protect them.<br />
<br />
The <a href="http://joystiq.com/tag/esa">Entertainment Software Association</a>, according to the report, has previously stated that the FCC has no jurisdiction over video games. In a statement given to <a href="http://www.gamespot.com/news/6216474.html">GameSpot</a>, ESA senior vice president for communications and industry affairs Rich Taylor stated that the current ESRB rating system is "considered by parents, family advocates, the Federal Trade Commission, and elected officials as the gold standard in providing caregivers with the information they need to make the right choices for their families." He added further that a new universal system would "confuse consumers, violate the Constitution's first amendment, and are a solution in search of a problem."<br />
<br />
We might also add that television, video games and mobile phone content are -- with few exceptions -- different forms of media. After all, it doesn't really make sense to use the same scale to judge both <a href="http://joystiq.com/tag/batman-arkham-asylum"><em>Batman: Arkham Asylum</em></a> and your "<a href="http://www.youtube.com/watch?v=ZnHmskwqCCQ">Yakety Sax</a>" ringtone. Or <em>does it</em>?<br />

This has been a big week for pieces of <a href="http://www.joystiq.com/2009/08/26/how-to-explode-your-brand-new-ps3-slim/">gaming hardware</a> <a href="http://www.joystiq.com/2009/08/27/psp-go-comes-apart/">getting explodified</a> -- this time around, the subject of dissection is the turntable peripheral for Activision's upcoming Mix Master Mike sim, <a href="http://www.joystiq.com/tag/dj-hero"><em>DJ Hero</em></a>. However, the disassembly wasn't committed by a tech-savvy hacker, or even a DIY site. Instead, the operation was performed by <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=879959&amp;fcc_id=%27VFI95837809%27">the Federal Communications Commission</a>. Yes, your tax dollars are being applied to the destruction of video game peripherals.<br /><br />Though most of the depictions of the turntable controller have been glamorous but somewhat non-revealing, the FCC completely exposes the controller in it's most vulnerable state. There are, in the legal profession, certain kinds of activities that really make a statement after the fact about just how big a company is. One of those activities is using subterfuge in either getting a deal done or in filing with the government. When I say subterfuge, I don't mean with the intent to defraud anyone, but rather with the intent that things be kept a secret. Walt Disney used dozens of companies to acquire the land that would later become Disney World, and now Sony is using <a href="http://gamepolitics.com/2009/08/19/sony-gave-fake-name-fcc-keep-ps3-slim-filing-secret">alternate entities</a> to file for FCC clearances on the PS3 Slim. Of course, I'm sure many of you are wondering how all this works, and why companies go to all this trouble. <br /><br />The why is a slightly simpler answer than the how. Put simply: the company doesn't want the public to know. The reasons for the why are pretty varied. In Sony's case, they were trying to preserve the surprise we've talked about in previous <span style="font-style: italic;">LGJ</span> columns. In the Disney case, they were trying to prevent people from either buying up the land they were trying to acquire to then re-sell it to Disney at a huge markup or prevent people from prospectively buying up all the land around the development. When it rains PS3 news, it evidently pours PS3 news (which is better than pouring <em>actual</em> PS3s -- that'd <em>hurt</em>!). A document dug up on the FCC website by <a href="http://www.ps3news.com/PlayStation-3/ps3-slim-cech-2000b-250gb-model-uncovered-at-fcc-site/">PS3News</a> appears to hold proof that Sony is already planning a follow-up -- albeit in capacity only -- to the 120 gigabyte PS3 Slim <a href="http://www.joystiq.com/2009/08/18/sony-announces-new-slimmer-ps3-coming-first-week-of-sept/">announced today</a>. Carrying the model number CECH-2001B (as opposed to ending in "A"), the unit is listed as sporting a 250GB hard disk.<br /><br />The document states that the two consoles (along with two Slim debug unit models) were actually tested by the FCC back in March of this year and seem to have been sneakily submitted by Sony Computer Entertainment America under the guise of a fictitious business (Sand Dollar Enterprise) located at ... SCEA's Foster City, Calif. address. The recent <a href="http://www.google.com/url?sa=t&amp;source=web&amp;ct=res&amp;cd=1&amp;url=http%3A%2F%2Fwww.supremecourtus.gov%2Fopinions%2F08pdf%2F07-582.pdf&amp;ei=ScgdSsWvIZL4MO2MiMoF&amp;rct=j&amp;q=FCC+v.+Fox+Television+Stations+supreme+court+ruling&amp;usg=AFQjCNHvAOQKpY3-K45FkTKFRJ15JXBzOQ"><em>FCC v. Fox</em></a> decision seems to have gone relatively unnoticed in the gaming press. Yes, the case at hand was about broadcast media and the FCC, and yes, the makeup of the court is now certain to change since the decision came down. However, neither of these potentially distracting facts should take away from what this decision really is: yet another expansion of the government's censorship power over the public. If there is anything the gaming public should be paying attention to, given the continued anti-game activism, is successful control over other media. And there are really three major concerns that come from this ruling.<br /><br />First, I want to make it clear what this ruling is not. The ruling is not an actual victory for game opponents. While it makes some suggestions, the precedent can't be directly applied to the game industry at this time. After all, there is no governmental body to control game releases because those releases are not being made over licensed broadcast spectrum. After all, the government only controls TV broadcasts because the government owns the airwaves. More importantly, this ruling is not purely about censorship or the First Amendment. The <a href="http://www.joystiq.com/tag/psp-3000">PSP-3000</a> series is real, folks. And that's about as far as we get in today's episode. The <a href="http://gullfoss2.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=290118&amp;fcc_id=%27AK8PSP3001%27">FCC filing</a> for the "PSP-3001" has been pulled, thumbed and returned. What was found looks disappointingly similar to the current PSP hardware model, though there is that thick wall of confidentiality standing in the way (the one we're just dying to take a sledgehammer to). From what we can see, there appears to be no evidence of the <a href="http://www.joystiq.com/2008/07/22/rumor-psp-3000-adds-built-in-mic-ps-button/">rumored</a> built-in mic or "Home" button redesign, and the metallic ring doesn't look any thinner. The PSP-3001 is real, folks. The next generation follow-up to the current PSP-2000 series system was discovered on the FCC website. Problem? We don't see anything particularly new about it ... yet. Unfortunately, many of the more interesting details about the system are still unavailable for public access. According to documents sent to the <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=240622&amp;fcc_id='AK8PSP2001'">FCC</a> on February 14th, it appears as though Sony is attempting to change the specifications of the PSP. The company is requesting a change for "AK8PSP2001." That looks like the PSP-2000 series to us. The document states that "we change parts other than a wireless module. This is not to cause any modification to the mentioned electric characteristics and RF characteristics."<br /><br />The other documents on the FCC site are rather unhelpful, as they demonstrate the various radio capabilities of the PSP. What changes will be made to the PSP are unclear at the moment, but we'd postulate that these are simple cost-reducing measures, and is not indicative of a new PSP series. Why? Sony may be planning to release a white version of its 40GB PS3 system in America soon, according to updated photos presented to the <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=643909&amp;fcc_id=\'AK8CBEH1300\'">FCC</a>. The photos submitted showcase a very sleek looking white system from a variety of angles. As is typical for the 40GB model, it appears it only has two USB ports in front, and no memory card readers. This listing doesn't necessarily mean the white system is confirmed, but it does make it much more likely that PS3 shoppers will get a new color option in the future.<br /><br />A SCEA rep responded: <strong></strong>"As you may know, there are many FCC filings like this each year. We haven't made any announcements about upcoming PS3 plans, but are comfortable with our current two sku strategy. We are continually evaluating the market trends and consumer input to determine the appropriate PS3 models for our territory. If you still needed more confirmation about Sony's new PS3 model, which most believe will be a <a href="http://www.joystiq.com/tag/40gb">slimmed-down 40GB unit</a>, this might be just what you need. Sony's <a href="http://Bluraysavings.com">Blu-raySavings.com</a> lists the new model as a qualifier to receive five free Blu-ray movies once you've purchased the system.<br /><br />Earlier this week, Sony spun us into a frenzy when an <a href="http://www.joystiq.com/2007/09/27/40gb-ps3-listed-on-fcc-website/">FCC filing was published</a> detailing some features of the CECHG01 model. At this point, we're not too sure what Sony's waiting for as it keeps <a href="http://www.eurogamer.net/article.php?article_id=84418">declining to comment</a> on one of the worst-kept secrets of recent memory. FCC employees must have had a lot of fun testing out this one. Though the hipsters might call it <a href="https://fjallfoss.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&amp;RequestTimeout=500&amp;calledFromFrame=N&amp;application_id=834737&amp;fcc_id=%27VFR822151">Exhibit VFR822151</a>, to the layman it's the Bluetooth-enabled wireless <em>Rock Band</em> guitar for the PlayStation 3. Shown on the site are some test reports, pictures of the guitar's innards (ew!) and snippets of the manual. <br /><br />Somewhat perplexing is the picture of a USB dongle (pictured after the break). Because of the Bluetooth technology, the guitar shouldn't need an intermediary device to connect to the PlayStation 3; however, the user manual included with the FCC exhibit clearly show the dongle as part of the setup process. While the Elite doesn't provide wi-fi support like the premium PS3, nor does it feature integrated HD disc support, it does offer a whopping 120GB of hard disk space, dwarfing the 60GB PS3 hard drive.<br /><br />According to a <a href="http://news.yahoo.com/s/pcworld/20070329/tc_pcworld/130237;_ylt=AlP2mLZPnv8EesLI94_8okkjtBAF">recent FCC filing</a>, it appears Sony is going to modify the current PS3 and include a larger 80GB hard drive: "The model CECHE01 to be added by the difference of the capacity of hard disk." Although this doesn't match the Elite's hard drive, it does add even more value to the $599 PS3. Current users need not feel short-changed, though. The final clock speed of the cell processor is 3.2GHz. This speed is now set in stone -- we don't have to worry about any more rumors about this or that being downgraded. It's official. It's great.
