The offline-capable Tropico franchise is taking advantage of the always-online SimCity debacle with a 75 percent discount on the entire series on Steam.

The best deal in all the discounts is that the excellent Tropico 4 in its "Collector's Bundle," which includes every piece of DLC, along with the Modern Times expansion (which includes another full campaign), is only $10.

The Tropico sale will last one week until March 15. That should be enough time for EA to figure out the SimCity servers. We really, really, really hope.

The Megalopolis DLC adds the conventillo, which offers cheap housing with plenty of room before the ziggurat comes along. Finally, the game adds the Megalopolis mission, so the island is never lacking dutiful citizens bringing El Presidente a fresh pina colada (made from Tropico rum, of course).

If you like challenging shoot-em-ups, giant steampunk bosses, and Hungarian voice-overs, then you'll be pleased to hear Sine Mora is out today on PC. The game is currently raining bullet hell on Steam and Green Man Gaming at 10 percent off ($8.99).

The unusual collaboration between Grasshopper Manufacture and Digital Reality shot onto Xbox Live earlier this year. It impressed enough to get four and a half stars out of five in Richard's review, which acclaims the game for offering "both a serious challenge to serious shooter fans and a palatable experience to lapsed addicts."

Co-developed by Suda 51's Grasshopper Manufacture, Sine Mora arrived on XBLA earlier this year. Since then Digital Reality announced Vita and PS3 ports, but neither has yet come good on releasing "soon." In the meantime, we'll stay on the lookout for killer pianos*.

Snapshot Anna
Don't fool yourself about what type of game Anna is. Though screenshots may deceive you into believing the game is a realistic point-and-click set in the gorgeous Italian countryside, Anna is a horror game through and through. Even the developers at Dreampainters pitch Anna as a classic point-and-click adventure, based on the heritage of Val D'Ayas, a small village steeped in ancient folklore. The sawmill? "Oh, that, it's sort of haunted," the developers seem to say, "but don't worry your pretty little head about it."

After playing Anna, I suggest you worry about it. Worry about it a lot.

Omerta departs from the simulation aspects of Tropico by also providing a turn-based battle system. A team of thugs is selected to carry out missions and help raise capital for your Prohibition era empire. Think of it as 1920s XCOM without the aliens.

Candygun Games cartoonish thief-em-up Dollar Dash will launch on Xbox Live Arcade, PS3 and PC this October, publisher Kalypso Media has announced. Dollar Dash is a multiplayer game where players "make use of extravagant weapons" to duke it out over fat stacks of cash.

The teaser trailer above gives us a good idea of what to expect: Bomberman-style gameplay with a customization system including cosmetic options and upgrades including perks. Can we buy bigger hands? Seems like it'd be pretty good for carrying cash.

The next Tropico is developer Haemimont Games' next title after it ships Omerta this fall. Even more interesting, the game won't be as obviously iterative as it was between Tropico 3 and Tropico 4.

"We've already started on Tropico. This time we're wiping the whole game clean and building it from the ground up," explained Gabriel Dobrev, chief executive officer of the Bulgarian developer. "We're starting with a clean design this time and all the graphics will be new."

Dobrev says he's a fan of the Caribbean atmosphere, political aspects and story possibilities of the Tropico universe. He wouldn't share any more details about the new island adventure or pinpoint the era it would take place in, but said it's "larger in scope." No matter what they decide to do with the new design, El Presidente shall return!

Omerta's prohibition setting of the 1920s puts players in control of obtaining and maintaining a mob network that's earning cash through speakeasies, distilleries, bank heists and more. The game takes place on two levels, with the macro mob management game and the turn-based missions, where a team is personally selected thugs rob a bank, take out the competition or other enterprising opportunities. MCV confirmed the news with Kalypso Media, Jurassic Park's publisher in the UK. There the game will only see a boxed PC retail release on February 24, supplementing the current PSN release. "Currently we won't be publishing this on 360 -- just on PC. No one else is bringing the game to retail," Kalypso's marketing and PR head Mark Allen said.

Hard to believe as it may be, it appears to be the case according to TorrentFreak, who delved into German public records looking for game publishers who have employed German law to track down (and demand money from) people who allegedly pirated various games. In Germany, Koch Media publishes the Prison Break game, and has been demanding settlements of "several hundred Euros" from offending IP addresses.

The records indicate that several major publishers, either directly or through subsidiaries/secondary parties, have been sending out letters to German citizens requesting varying levels of payment in return for not being sued. Where things get murky, however, is how the publishers are seeking out the accused pirates, using not always reliable "IP address-only evidence" -- easily circumvented with proxy domains and such. You know, hacker stuff.

TorrentFreak's report indicates that a variety of publishers and distributors are involved, including (but not limited to): Atari, Koch Media (representing Techland's Dead Island and Prison Break, and Eidos/Square Enix's Deus Ex: Human Revolution as well as Dungeon Siege 3 and various Final Fantasy titles), Daedalic Entertainment (representing LucasArts), Codemasters, BitComposer, Ubisoft, Kalypso Media, dtp entertainment, and Aerosoft. It is currently unclear how many settlement notices have been sent out by each company, or if any will continue doing so after these actions have been brought to light.

Witcher 2 developer CD Projekt Red was recently pursuing similar cases in Germany until it announced the end of the practice last week.

El Presidente will deal with modernity when Tropico 4: Modern Times hits Xbox 360 and PC this March. Propaganda claims the expansion will feature an "extensive" new single-player campaign. Considering Tropico 4's normal campaign lasted dozens upon dozens of hours, we'll take the officials at their word on this one.

Along with the new campaign, the expansion includes 30 buildings, 12 challenges and 10 edicts to make El Presidente's bank account expand on the labor of the grateful working class. El Presidente's temporal travel to Modern Times will cost 1200 MSP ($15) on Xbox 360, and $19.99 on PC.

I, Penultimo, your trusted and loyal adviser, understand that you have ordered copies of Tropico 4 not be imported to the island and stated, in your wisdom, that not enough has changed from Tropico 3 to this latest sequel to acquiesce on requested import taxes. Although you are correct on many, many levels, I humbly note the following changes that may shift your perspective.

On the surface, Tropico 4 is almost identical to Tropico 3. It looks the same, controls the same, the UI is similar, art is reused, you'll still have to put parking garages (seriously!) everywhere and it's difficult to initially discern what's changed at all. But, once the game begins, it becomes clear that this is the game that Tropico 3 should have been. Could it have been called Tropico 3.75: We Fixed It? Absolutely. However, publisher Kalypso Media and developer Haemimont Games went with Tropico 4, so here we are.
