Unless you count buying a DVD version and playing it through the Xbox's DVD player. That embarrassing omission is now being corrected: a PEGI rating has been spotted for an XBLA version of the FMV game. We're shocked ... that it took this long for <em>Dragon's Lair</em> to end up on Xbox.<br /><br />Being a rating and not an official announcement, there's no actual release date associated with this newly discovered XBLA release. Europe's PEGI ratings board has classified RedLynx's <em>Trials Evolution</em>, giving rise to the hope of a launch announcement for the tricky motorcycle title that'll launch "<a href="http://www.joystiq.com/2011/11/02/trials-evolution-to-launch-when-its-done-still-being-publish/">when it's done.</a>" <em>Trials Evolution</em> would be the second high-profile XBLA game rated by PEGI and noticed by <a href="http://www.xblafans.com/trials-evolution-races-into-ratings-34666.html">XBLAfans</a> this week, with <a href="http://www.joystiq.com/2011/12/29/fez-rated-in-europe-the-four-year-wait-is-almost-over/"><em>Fez</em>'s classification</a> reported yesterday.<br />

Hmmm, <em>Fez</em>, <em>Trials Evolution</em> and <em><a href="http://www.joystiq.com/game/alan-wakes-american-nightmare">Alan Wake's American Nightmare</a></em> are all stirring at the same time, with <a href="http://www.joystiq.com/2011/12/19/alan-wakes-american-nightmare-begins-mid-q1-new-fight-till/">two of the</a> <a href="http://www.joystiq.com/2011/09/29/fez-delayed-again-to-early-2012/">titles pegged</a> as early 2012 launches. Could Microsoft have another <a href="http://www.joystiq.com/2011/01/06/torchlight-coming-to-xbox-live-arcade-with-new-content-for-house/">House Party</a> ("Winter of Arcade") in the works? <em>Fez</em> is finally showing signs of imminent birth, with this being the equivalent of "water breaking," as Europe's PEGI board recently classified the game for Xbox Live. <a href="http://www.xblafans.com/fez-has-been-rated-for-release-34729.html">XBLAfans</a> took note of the rating, a step which has yet to occur with the Australian Board or the States' ESRB.<br />
<br />
The unreleased -- <a href="http://www.joystiq.com/2011/10/07/fez-johann-sebastian-joust-win-at-the-indiecade-2011-awards/">yet award-winning</a> -- game currently has a release window of "<a href="http://www.joystiq.com/2011/09/29/fez-delayed-again-to-early-2012/">early 2012</a>." PEGI, the European video games rating board, <a href="http://www.siliconera.com/2011/08/05/heavy-rain-edited-for-teen-rating-coming-to-europe/">recently published</a> an evaluation for <a href="http://www.joystiq.com/game/heavy-rain"><em>Heavy Rain Edition Modifi&eacute;e</em></a>, an apparently toned-down version of Quantic Dream's interactive drama which will carry a PEGI 16 rating (marked down from the original's PEGI 18 rating). Little is known about the content or reasoning behind the new, minor-friendly version of the game, but as the PEGI rating mentions an August 3 release date, it'll probably start showing up on European store shelves soon.<br />
<br />
So, what's getting cut in the <em>Edition Modifi&eacute;e</em>? According to the PEGI ratings, the original's "extreme violence" and "violence towards defenceless people" have been downgraded to "realistic-looking violence." We can't wait to see how this changes the game's more intense sequences. For instance, there's that one scene, during which you have five minutes to improvise a tool which you can use to cut your <em>fingernails</em>.<br />

	Ubisoft no doubt intended for its kinky <a href="http://joystiq.com/game/we-dare"><em>We Dare</em></a> ad campaign to turn some heads and, in one way or another, it has definitely succeeded. Despite the fact that that the game will now sport a <a href="http://www.joystiq.com/2011/03/07/pegi-defends-we-dare-rating-ubisoft-adding-parental-warning-sti/">parental warning sticker</a> and will not be released in the <a href="http://www.joystiq.com/2011/03/09/we-dare-also-not-daring-a-uk-release/">UK</a> or <a href="http://www.joystiq.com/2011/02/28/we-dare-not-daring-us-release/">US</a>, European ratings board PEGI is now asking Ubisoft to remove <em>We Dare</em> ads from the internet entirely.<br />

	<a href="http://www.gamasutra.com/view/news/33444/PEGI_Tells_Ubisoft_to_Remove_Misleading_We_Dare_Ad.php?">Gamasutra</a> reports that PEGI's imposing-sounding "Enforcement Committee" has demanded that Ubisoft pull the ads from the internet within three working days or risk a fine. According to PEGI, the ads do not "accurately reflect the nature and content of the product and it misleads consumers as to its true nature."<br />

	Alas, whether Ubisoft pulls the ads or not, the <a href="http://www.youtube.com/results?search_query=we+dare+wii&amp;aq=f">damage is done</a>. You can't stop the signal, PEGI. The Pan-European Game Information (<a href="http://www.joystiq.com/tag/PEGI/">PEGI</a>) rating board is defending its "PEGI 12" rating for the <a href="http://www.joystiq.com/2011/02/28/we-dare-not-daring-us-release/">controversial</a> <em>We Dare</em>, stating that the board considers the <em>content</em> of the game for a rating, not the <em>context</em>. <a href="http://www.cubed3.com/news/15264">Cubed3</a> has the organization's statement, which notes the game was rated PEGI 12 because "it contains mild swearing, minor assault on a human-like character and words/activities that amount to obvious sexual innuendo, explicit sexual descriptions or images and sexual posturing."<br />

Ubisoft reiterated that the game is "intended for mature audiences," as evidenced by the game's <a href="http://www.joystiq.com/2011/02/24/ubisofts-we-dare-to-ruin-parties-for-ps3-wii-owners/">ad campaign</a>. The company also plans to add a "Parental Discretion Advised" sticker to the box, advising parents of the "potential sensitive nature of the game content." The Video Standards Council's new and improved <em>and</em> <a href="http://www.joystiq.com/2009/08/25/legal-blunder-leaves-uk-game-ratings-unenforceable/">legally enforceable</a> video games rating system was formerly set to launch <a href="http://www.joystiq.com/2010/07/16/revamped-pegi-ratings-enforceable-in-uk-april-1-2011-no-joke/">this April</a> across Europe, but as you could probably tell by our headline (and the strategic use of the word "formerly" earlier in this sentence), it's going to miss that window. UK Minister for Culture Ed Vaizey has confirmed to <a href="http://www.gamesindustry.biz/articles/2011-01-13-vaizey-confirms-new-pegi-delay">GamesIndustry.biz</a> that the new ratings will now be formally approved by July of this year and are expected to roll out after that decision.<br />

"There's been some technical delays to iron out a few kinks," Vaizey explained, "nothing fundamental, nothing serious." An anonymous source clarified the hang-up to GI.biz, claiming, "What goes on the front of the box is fine. It's what goes on the back of the box that's still being discussed." The Video Standards Council, the UK government body that adjudicates the content of games and sticks them with a PEGI rating, <a href="http://www.gamasutra.com/view/news/29458/UKs_New_PEGI_Ratings_Delayed_Until_2011.php">has announced</a> that revamped rating labels will go into effect April 1, 2011. At that time, the ratings -- which were recently <a href="http://www.joystiq.com/2009/08/25/legal-blunder-leaves-uk-game-ratings-unenforceable/">rendered inert</a> by a legal loophole -- will actually be able to be enforced. Which, as we understand it, is pretty important for government-issued regulations.<br />
<br />
Though the VSC and ELSPA hoped to have the new ratings out by October in time for the holiday shopping season, their plans were pushed back due to the introduction of the Digital Economy Act, which regulates electronic media, including video games. This new legislation also goes into effect April 1. Unless, of course, this is just an elaborate prank. Until very recently, there had been a massive void in our knowledge about the <a href="http://www.joystiq.com/2010/03/24/proposal-in-swiss-government-could-ban-violent-games/">violent game-banning bill</a> which was recently ratified by Switzerland's National Council. With language stating it would outlaw the sale of games featuring "cruel acts of violence against humans and human-like creatures for in-game success," we feared it would constitute a ban on, like, everything. Fortunately, that doesn't seem to be the case -- Swiss politician Evi Allemann recently explained in an interview with Swiss news site <a href="http://www.20min.ch/news/schweiz/story/19217414">20 Minutes</a> (<a href="http://gamepolitics.com/2010/04/05/swiss-game-ban-may-feature-only-little-censorship">via GamePolitics</a>) that the bill would only affect around 12 "individual games" with extremely graphic content, such as <em>Manhunt</em> and <em>Mortal Kombat</em>.<br />

Allemann commented that PEGI is "not enough," stating that Switzerland or even Europe needs its own body for video game ratings. Apparently, not everyone agrees -- the 20 Minutes article includes <a href="http://66.196.80.202/babelfish/translate_url_content?.intl=us&amp;lp=de_en&amp;trurl=http%3a%2f%2fwww.pro-jugendkultur.ch%2f">a link to a petition</a> against the bill, as well as its adjoining measure which would outlaw the sale of PEGI 16 or 18 games to minors. ELSPA director general Mike Rawlinson told <a href="http://www.mcvuk.com/news/35702/PEGI-legal-ruling-is-still-on-track">MCV</a> that the government told the organization "that the timetable for the introduction of PEGI as the legal system of video games classification will not be adversely affected by this error." <br /><br />ELSPA expects legislation to be passed in the general election following the Queen' speech this November, in order to fix the loophole that renders the Video Recordings Act unenforceable. In the meantime, "ELSPA will therefore advise our members to continue to forward games to be rated as per the current agreement while the legal issues are being resolved." The UK-based Entertainment and Leisure Software Publishers Association (<a href="http://www.joystiq.com/tag/elspa">ELSPA</a>) is trying to show that the PEGI system -- which it supported in <a href="http://www.joystiq.com/2009/06/16/pegi-becomes-uk-standard-for-ratings-other-organization-gains-p/">the great BBFC ousting of '09</a> -- is by no means weaker than the <a href="http://joystiq.com/tag/bbfc">BBFC</a> ratings that used to be oversee the region. Speaking with <a href="http://www.mcvuk.com/news/34846/PEGI-ready-to-get-tough">MCV</a>, the group took the opportunity to warn publishers: "Abuse [the] new system and risk your future." Publishers may face fines of &euro;500,000 ($696K) if they lie on the questionnaire, which allows PEGI and the Video Standards Council to determine an appropriate rating for their games.<br /><br />ELSPA's statement and teeth bearing are to ease concerns that PEGI won't be strong enough for the UK when it's <a href="http://www.joystiq.com/2009/06/19/pegi-gets-more-official-in-uk-will-be-legal-by-christmas/">implemented this holiday</a>. Like a butterfly, moments before emerging from its cocoon, the European game rating system <a href="http://www.joystiq.com/tag/pegi">PEGI</a> is now only months from becoming the <a href="http://www.joystiq.com/2009/06/16/pegi-becomes-uk-standard-for-ratings-other-organization-gains-p/">UK game rating standard</a>. Speaking with <a href="http://www.gamesindustry.biz/articles/pegi-ratings-to-begin-legal-process-before-christmas-elspa">GamesIndustry.biz</a>, PEGI chairman Andy Payne (no relation to <a href="http://www.joystiq.com/tag/max-payne">Max</a>, as far as we know) said that the <a href="http://www.joystiq.com/2009/06/17/pegi-rating-symbols-get-a-splash-of-color/"><em>fawncy</em> new rating logos</a> should be on packaging by the end of year holiday sales season.<br /><br />Due to government recess from mid-July to October 12, the Video Standards Council -- the folks in charge of PEGI in the UK -- can't be handed the reins of UK game classification just yet. "In terms of making it absolutely law ... that won't happen until the autumn at the earliest, and there's a whole load of things that have got to happen before that," Payne said. The new symbols will go on both the front and back of game boxes, and feature a recommended age for the game, as well as a traffic-light-style color code similar to the one in <a href="http://www.gamertell.com/gaming/comment/elspa-traffic-light-rating-system-may-replace-pegi-rating-symbols/">ELSPA's proposed rating system</a> from last year. An "OK" rating will be used for online casual games, according to <a href="http://www.edge-online.com/news/pegi-unveils-new-ratings-symbols">Edge</a>.<br /><br />The eight content descriptor symbols, already in use by PEGI, will be placed on the back of game boxes, to help parents determine the nature of the content responsible for the game's rating. The UK government announced today that the <a href="http://joystiq.com/tag/pegi">PEGI</a> system will become the sole classification standard for video games in the region. However, it's not that simple. The government also gave the power to ban games to the Video Standards Council, another independent system that has been around since 1989, who will apparently determine if games coming into the UK comply with PEGI ratings before giving it license to sell. <br /><br />The whole situation sounds even more confusing than the BBFC vs. PEGI issues that we've been reporting on for years. Speaking of the <a href="http://joystiq.com/tag/bbfc">BBFC</a>, the organization will no longer be involved in the classification of games, which is sad -- the group did give us some <a href="http://www.joystiq.com/2008/04/23/bbfc-briefly-noted-suicide-and-implied-child-rape-in-mgs4/">uncomfortable</a> <a href="http://www.joystiq.com/2007/09/18/mass-effect-allows-lesbian-alien-sex-men-remain-vanilla/">laughs</a> over the years. <br /><br />We're still not exactly clear on how the UK's new rating system works, but according to Baroness Shepherd, president of the VSC, the group will exercise its "new power independently of the PEGI system, providing a 'fail-safe' for the UK - protecting children through PEGI and addressing UK-specific sensibilities by refusing classification of any game which falls foul of the Video Recordings Act. Even without all of the perks, ranks, <em>prestige</em> ranks and <a href="http://www.joystiq.com/2008/10/25/call-of-duty-world-at-war-co-op-mode-pits-players-against-nazi/">zombified Nazis</a>, the original <em>Call of Duty</em> still holds up as one of the most compelling shooters we've ever played. Activision is apparently hoping that the gaming community still holds a special place in their collective hearts for the best-selling 2003 title -- according to a PEGI (a European game ratings board) rating, the <a href="http://www.neogaf.com/forum/showthread.php?t=356570">original <em>Call of Duty</em> is on its way to PSN and Xbox Live</a>. Oh, and also, it apparently contains blood and violence.<br /><br />Somewhat confirming that the PEGI rating wasn't just a cruel joke being played by sinister European masterminds, the <a href="http://www.joystiq.com/tag/ESRB/">ESRB</a> has updated its rating for the PC version of <em>Call of Duty</em> to include Xbox 360 and PS3 tags. A recent survey conducted by YouGov for the British Board of Film Classification (<a href="http://www.joystiq.com/tag/bbfc">BBFC</a>) revealed that most UK citizens want an independent body to issue game ratings. GI.biz <a href="http://www.gamesindustry.biz/articles/bbfc-74-percent-of-parents-want-independent-ratings">reports</a> that a majority of those surveyed also said that they would prefer to see games use the same rating standard as movies. The BBFC hopes to use this survey as leverage in its bid to become the UK's primary game ratings body. Currently, the BBFC only rates games with a certain level of mature content, though that may change thanks to last year's <a href="http://www.joystiq.com/tag/byron">Byron Review</a>.<br /><br />The BBFC competes with Europe's <a href="http://www.joystiq.com/tag/pegi">PEGI</a> ratings, which already appear on UK game releases. The Entertainment and Leisure Software Publishers Association (ELSPA) argues that the PEGI system is superior to the BBFC. Said ELSPA director general Mike Rawlinson, "Gamers no longer just play with their mates but play online, and we need a system that reflects this situation and protects their interests," adding that the PEGI system is the "right solution for child safety." Rawlinson further states that ELSPA will be promoting the PEGI system with a "multi million pound campaign" designed to get the word out to UK parents. A new <em>Indiana Jones</em> game was discovered on <a href="http://www.pegi.info/en/index/global_id/23/?searchString=Indiana+Jones+and+the+Staff+of+Kings&amp;agecategories=&amp;genre=&amp;organisations=&amp;platforms=&amp;countries=&amp;submit=Search">PEGI</a> by the keen eyes at <a href="http://www.siliconera.com/2008/08/28/lucasarts%E2%80%99-indiana-jones-game-lives-on-portables/">Siliconera</a> (as usual). <em>Indiana Jones and the Staff of Kings</em> is rated for release on PSP and DS ... and those two platforms alone. Could this be that <a href="http://www.joystiq.com/2008/08/07/the-indiana-jones-game-that-lucasarts-doesnt-want-you-to-know-a/">super-secret <em>Indiana Jones</em> game</a> they don't want us to know about? Of course, rumors of <a href="http://www.joystiq.com/2008/06/09/lucasarts-denies-latest-rumor-of-more-layoffs-internal-closure/">internal problems</a> at LucasArts have cast doubt on the next-generation <em>Indiana Jones</em> game ... which vanished, <a href="http://www.joystiq.com/2008/07/18/missing-e3-indiana-jones-and-the-vanished-game/">missing E3</a> altogether. Perhaps the next-gen versions were scrapped for handheld games? To put it mildly, it's going to be <em>quite a while</em> before you see an Indiana Jones game on home consoles. The team (if there still is a team) has gone dark and <a href="http://www.joystiq.com/tag/LucasArts/">LucasArts</a> has had some troubles as of late. To put it less kindly, if we see it before the next decade our faces will melt off <em>Raiders-</em>style.<br /><br />But that doesn't mean you'll be completely without video game Indy. Apparently, the PEGI has just rated <em>Indiana Jones and the Staff of Kings</em> for the DS and PSP. A perfect way to kill the time until a console release? Or just a painful reminder of Indy's absence? They've spotted <em>Puzzle Quest</em> for the PSN. <em>Puzzle Quest: Challenge of the Warlords - Revenge of the Plague Lord</em> is a downloadable PSN game with online play, according to the ratings service. On Thursday, British government officials are proposing many of the <a href="http://www.joystiq.com/2008/06/30/bbfc-defends-against-recent-publisher-claims/">regulations asked for in the Byron Review</a>, which will also expand the roll of the British Board of Film Classification (BBFC). Much of this is <a href="http://www.joystiq.com/2008/03/27/uk-byron-review-recommends-expanded-games-ratings/">old ground</a>, as sniping has gone on back and forth for months between <a href="http://www.joystiq.com/tag/bbfc">BBFC</a> and <a href="http://www.joystiq.com/tag/pegi">PEGI</a> supporters about which system is better.<br /><br />The part we're a little stuck on is where the <a href="http://www.telegraph.co.uk/news/2470637/Computer-games-to-get-cinema-style-classifications-to-protect-children.html">Telegraph</a> reports the new proposals seek to classify online interaction. The standards will be overseen by the new UK Council for Child Internet Safety, to be established later this year, and the online classification seeks to set a "single set of standards and good practice for managing the risks of online gaming." The British Board of Film Classification's director, David Cooke, defended the organization's <a href="http://www.joystiq.com/2008/06/27/microsoft-bryon-regulations-may-make-games-more-expensive-in-uk/">cost</a> and <a href="http://www.joystiq.com/2008/06/25/ea-byron-regulations-may-delay-games-for-uk/">efficiency</a> today following recent remarks by publishers. <a href="http://www.gamespot.com/news/6193160.html?part=rss&amp;tag=gs_news&amp;subj=6193160">Gamespot</a> reports Cooke claims that the BBFC has an average turnaround of eight days in rating games and that its classifications are already cheaper than the industry-backed <a href="http://joystiq.com/tag/pegi">PEGI</a> system.<br /><br />Cooke goes on to <a href="http://www.joystiq.com/2008/05/01/bbfc-defends-against-pegi-supporters/">repeat</a> that the <a href="http://joystiq.com/tag/bbfc">BBFC</a> is fully capable of handling the <a href="http://www.joystiq.com/2008/03/27/uk-byron-review-recommends-expanded-games-ratings/">extra workload required</a> if the Byron Review regulations are implemented. Electronic Arts' UK general manager, Keith Ramsdale, tells <a href="http://www.gamesindustry.biz/articles/ea-ratings-plan-will-cause-delays-to-uk-release-dates">GI.biz</a> that the proposed game rating alterations asked for in the <a href="http://www.joystiq.com/2008/03/27/uk-byron-review-recommends-expanded-games-ratings/">Byron Review</a> will delay game releases in the country. Ramsdale believes the changes are an "unnecessary layer of administration" to the process. The main change requested in the Byron Review is that any game above a 12+ certification would need to be reviewed by the BBFC; currently the organization only takes on games flagged to have sex, violence or criminal activity. <br /><br />Ramsdale asks that the government poll consumers on the matter. Meanwhile, publishers continue to back the continent-covering <a href="http://www.joystiq.com/tag/pegi">PEGI</a> system. As it has stated before, the <a href="http://joystiq.com/tag/bbfc">BBFC</a> is <a href="http://www.joystiq.com/2008/05/01/bbfc-defends-against-pegi-supporters/">financially compensated by publishers</a> for its work, and so doesn't expect to encounter problems when hiring more staff to keep up with a greater influx of games. The British Board of Film Classification is playing defense after accusations it won't be able to keep up with the tide of video games in the future. The BBFC's <a href="http://www.gamesindustry.biz/articles/bbfc-insists-it-can-cope-with-games-ratings">reaction</a> came after a <a href="http://www.gamesindustry.biz/articles/ramsdale-defends-pegi-in-committee-meeting">hearing</a> where industry figures argued the self-regulated <a href="http://www.joystiq.com/tag/pegi">PEGI</a> ratings were the best system.<br /><br />Sue Clark, a representative for the <a href="http://www.joystiq.com/tag/bbfc">BBFC</a>, told <a href="http://www.gamesindustry.biz/articles/bbfc-insists-it-can-cope-with-games-ratings">GI.biz</a> that the BBFC can cope with the work load and that the organization is entirely funded by the fees it charges to classify work. Therefore, the more work it needs to review, the more money comes in, and the more staff it can hire. She says the games industry doesn't know how the BBFC works, so they shouldn't talk. The European Union's executive body is giving the industry two years to come up with an industry code of conduct to protect children from violent images. <a href="http://www.reuters.com/article/technologyNews/idUSL2285729020080422">Reuters</a> reports the EU executive has the power to propose legislation and impose restrictions on violent games, but is giving the industry a couple years to self regulate before it threatens to step in.<br /><br />EU Consumer Protection Commissioner Meglena Kuneva wins the quote-of-the-day award for saying, "When children go out to play today they enter the world of joysticks. We are not quite sure where they go and there is real anxiety from parents." Here's an idea: <em>Talk to your children and ask ... </em>or better yet,<em> try some of the games yourself!</em> For the EU commission to get off the industry's back it would like to see the Pan European Games Information (<a href="http://www.joystiq.com/tag/pegi">PEGI</a>) symbols become familiar to the public. After the Daily Mail's <a href="http://www.joystiq.com/2008/03/28/uk-tv-presenter-delivers-chilling-verdict-on-violent-games/">startlingly incompetent</a> take on Dr. Tanya Byron's recently published <a href="http://www.joystiq.com/2008/03/27/uk-byron-review-recommends-expanded-games-ratings/">review</a> of games and internet media in the UK, we're more than happy to see less dubious discourse emanating from the Entertainment and Leisure Publishers Association. Speaking to <a href="http://www.mcvuk.com/news/30100/ELSPA-reveals-major-concerns-over-Byron-Review">MCV</a>, ELSPA director general Paul Jackson cited several concerns with the report, chief among them being its recommendation of two, potentially confusing ratings systems.<br /><br />"The way the proposals currently stand, there will be a <a href="http://www.joystiq.com/tag/BBFC/">BBFC</a> standard on packaged goods - the number of which will presumably get smaller as gaming goes more online - and there will be the PEGI standard online when you're downloading," said Jackson. "We think it will be clearer if there was one standard." Jackson suggested that the report needed to be more "future-proof" and more considerate of the growing number of games being sold online. "It's incredibly important that we protect children and to do that we need to future-proof this process, but it's not quite there yet."<br /><br />Also <em>not quite there yet</em> is the director general's belief that the industry alone should foot the bill for a consumer ratings education campaign. "I want to make it completely clear that a public marketing programme has been key all along in the educational process," he said. "We'll be talking to the Government about who pays for what. While we don't know much about her, what with us living across the pond and all, she does come off as kind of grounded and level-headed about all of this.<br /><br />It seems that she's very much for adult content in games, just that the adult content in question should only be accessible by, you know, adults. "There's a huge moral debate around content in videogames," she says, "I'm very clear, that wasn't the remit of my review to pass judgment on that and I do believe that content for adults is content for adults. It should be rated that way."<br /><br />She goes on further to add: "I can understand that gamers fear that there will be a 'you can't play these games anymore.' I've not said that, I'd never say that, and certainly if I heard people beginning to use my review to try and imply that I will be very quick to say that that was not and will not be a recommendation of mine."<br /><br />While we're not resident of the UK, we're incredibly interested in where this is all going. Her verdict? The BBFC should have a bigger role in rating games (right now, they only intervene on games flagged with violent, sexual and criminal content).<br /><br />Her solution involves a new 12+ classification, as well as the BBFC handling just about all duties involving rating games. But, as anticipated, she's also endorsed the PEGI system, as well. She hopes that the PEGI ratings can go on the back of the game's box, with the BBFC classification being displayed on the front.<br /><br />This is all just the tip of the iceberg, however. A report concerning the effects of games and internet media on children, <a href="http://www.joystiq.com/2007/10/09/luddite-govt-to-put-games-and-internet-under-microscope/">led by one Dr. Tanya Byron</a>, was released in the UK today. Among its recommendations are a change to the UK's video game ratings system, which would see the British Board of Film Classification (<a href="http://www.joystiq.com/tag/BBFC/">BBFC</a>) assuming a more prominent role in game releases, rating more titles and establishing a new 12+ classification. Currently, the BBFC only examines games flagged for violent, sexual and criminal content -- adopting the lower age limit would undoubtedly result in a dramatic increase in workload.<br /><br />Though Byron hopes that more film-like ratings will ease confusion among befuddled parents, the report also suggests the incorporation of Europe's PEGI rating system, with its notice appearing on the back of a game's box and the BBFC's on the front. Many folks think the ratings board should discontinue its work with video games, as they voice concerns over the <a href="http://www.joystiq.com/2008/03/14/the-manhunt-is-back-on-in-the-uk/">decision to allow <em>Manhunt 2</em></a> to be sold in the country. They feel the games classification process in the UK has some major issues. Many are even expecting the report of <a href="http://en.wikipedia.org/wiki/Tanya_Byron">Dr. Tanya Byron</a>, one of the country's most popular psychologists, to support a different ratings institution when she releases it later this month.<br /><br />Darren Waters, editor of BBC News' technology index, rips apart the BBFC, stating "The grudging nature of the BBFC's statement, that it now has "no alternative" but to grant the title a certificate, coupled with the fact the body went to the High Court, twice rejected the game itself and tried to overturn the original judgment of the VAC leaves the organization with its credibility bruised."<br /><br />Others have come through to voice their concerns, as well. The British Board of Film Classification (<a href="http://www.joystiq.com/tag/bbfc">BBFC</a>) defended itself today following <a href="http://www.gamesindustry.biz/content_page.php?aid=33524">remarks</a> by Microsoft's UK head of corporate affairs, Matt Lambert, who said the BBFC is designed to rate films and not games. Lambert believes the Pan European Game Information (<a href="http://www.pegi.info/en/index/">PEGI</a>) system brings more "depth" and is more "sensible." The BBFC told <a href="http://www.gamesindustry.biz/content_page.php?aid=33568">GI.biz</a> that it knows "for a fact that the public is confused by [the PEGI] symbols."<br /><br />The BBFC says it has research that "the public couldn't get their heads around" the pictograms the PEGI uses for its rating system, stating it simply lays out in words what's in a game. The BBFC believes parents know what they are getting from its classification system because it's the same one used for movies. The BBFC also points out that PEGI ratings are "tick-box system filled in by the distributor themselves" instead of a group of "very well-qualified games examiners." The <a href="http://www.pegi.info">PEGI</a> (Pan-European Game Information) website has revealed another upcoming PS1 title that may be coming to the PSN within the next few months. <em>Klonoa</em> has been rated "3+" for the PlayStation Network. As fans of the quirky platformer (and its PS2 brother, <em>Klonoa 2</em>) we can't wait to see it hit the PSN Store. With the recent leaks of <a href="http://www.joystiq.com/2008/01/10/vib-ribbon-hitting-playstation-network-soon/"><em>Vib Ribbon</em></a> alongside this, it seems that SCEE are stepping up on keeping the quality level of upcoming PS1 games consistant. Let's have fewer games like <em>Hardcore 4x4</em> and more memorable, top shelf PS1 games. <br /><br />Of course, there's no word on <em>when</em> this might be hitting the European store, so keep your eyes out. We're expecting to see it sometime in the next eleven and a half months. We were kind enough to call out the emperor on his new clothes, tapping <a href="http://www.joystiq.com/tag/Ubisoft/">Ubisoft's</a> shoulder and explaining how we felt about its <a href="http://www.joystiq.com/2007/07/15/promotional-consideration-come-as-you-are/">awful <span style="font-style: italic;">Jam Sessions</span> advertisement</a>, but the company ignored our advice and went on to use the promotional photo for the game's packaging art across the Atlantic. In short, <span style="font-style: italic;">Jam Sessions'</span> European <a href="http://www.joystiq.com/2007/08/03/ds-daily-about-a-box/">boxart</a> is absolutely repulsive.<br /><br />It's already unfortunate that all titles under the PEGI's rule must bear the rating system's unsightly standard, but <span style="font-style: italic;">Jam Sessions'</span> cover has to also suffer this guy's contorted expression. The Pan European Game Information, or PEGI, rating system is currently used for all offline video game releases in the United Kingdom and Europe. Now it's looking to tackle online, too. The PEGI Online has been a project eighteen months in the making. A multi-language <a href="http://www.pegionline.eu">website</a> has launched to inform about the new initiative and provide resources to explain online gaming to the not-so-tech savvy parents. <br /><br />Additionally, a PEGI Online symbol has been created to go on the back of games who adhere to the PEGI Online <a href="http://www.pegionline.eu/en/index/id/235">Safety Code</a>. The code insists that license holders (developers, publishers) use their "best endeavors" to prevent offensive material from proliferating through the online service. <br /><br />We applaud the clause for a coherent privacy policy, but are cautious toward a call for disallowing all game content not appropriately rated through PEGI, BBFC or German USK from a website. Pending interpretation of the wording and the aptitude of lawmakers regarding technology, that could be applied to user-made content such as <em>Halo 3</em> replays or entrants in the <em>Unreal Tournament </em>mod competitions. IGN decided to help us non-Brits out with a nice, <a href="http://wii.ign.com/articles/799/799506p2.html">in-depth interview</a> with BBFC Press Office Manager Susan Clark.<br /><br />While the BBFC officially uses the same set of <a href="http://www.sbbfc.co.uk/student_guideG_LINES.asp">guidelines</a> in evaluating both games and movies, Clark acknowledged that the board takes repetition and interactivity into account when making decisions about games. "We might say 'Okay, if that had been a film, it would be okay in a linear format but with the element of interactivity in games, with the ability to do it over and over again, we might bump the rating up to a higher category,'" Clark said. Clark also admitted that, by law, the board has to "bear in mind the fact that these games will be potentially accessed by younger viewers ... We know that games are very, very attractive to under-aged players, particularly the 18 rated games." What, and violent movies aren't?<br /><br />Despite the double standards, there's a lot to be praised about the BBFC system. Unlike the <a href="http://www.1up.com/do/newsStory?cId=3154101">ESRB</a>, the BBFC actually plays every game they review for about five hours, and they are the only regulator in the world not controlled politically or by the industry, according to Clark. However, this fascinating post at Terra Nova (along with its thriving comments thread) delves into the <a href="http://www.out-law.com/page-5810">differences between the BBFC and MPAA</a>, as well as cultural factors, to try and establish why American consumers are less happy to have age restrictions on games.<br /><br />The whole thread gives an international perspective to current debates over the censorship of violent games. While sexual content in games can be treated as pornography, the lack of existing US legislation covering violence across other media means that singling games out is plain unfair. In the UK, however, ratings of violent and extremely realistic games fall under the <a href="http://en.wikipedia.org/wiki/Video_Recordings_Act_1984">Video Recordings Act</a>, which covers any recorded video media.<br /><br />We have to wonder when games will get a category of their own and stand alongside more established media such as film and TV.
