Now <a href="http://www.mcvuk.com/news/29185/April-25th-UK-release-for-GTA-IV">MCV</a> purports to have an answer, citing "senior industry sources" to pin the game's British release date at April 25, 2008.<br /><br />If MCV's unnamed "sources close to the game's publisher" are correct, the game would just sneak in before the end of Take Two's promised second fiscal quarter, which runs from February through April. The story gives no hint at a U.S. release date, but recent games in the series have hit our shores a few days before Britain's.<br /><br />Rockstar gave MCV a blanket "no comment" or the rumor, and one source hinted that we might not get much official warning from the publisher. "I'd expect some more concrete news from them two or three weeks before release," a retail source told MCV. Yikes! It seems that, perhaps, the PS3 will get their own content for the upcoming classic sandbox game. Phil responded thus: " ... we have a great relationship with Rockstar and we're actually working closely with them on a number of initiatives, so I do know some things that are going on, but I'm not able to share those with you now." Insert theories here.<br /><br />If we can think of anything, we'd imagine that Sony is trying to get the content for the 360 version over to the PS3 version either as standard Blu-ray extras on the game disc (so they aren't technically breaking the "exclusive downloadable content" clause or whatever), or that there is some more original material planned for the PS3 version down the road. We're going to go ahead and detail them below, so enjoy. <br /><br />One multiplayer mode will require you to seek out your opponent and eliminate him. How would you find him in such a big city? He's got to get his crime ranking thing up to seven stars, then he'll pop up on your radar. After that, seek him out and destroy him. Like the Terminator.<br /><br />There are more modes to come, but that's all we were enlightened to for now. As for the single player mode, an in-game internet and cell phone will be integral to the game. Think ... <em>Front Mission 3</em> with the pseudo-internet. You use the phone to order up more weapons, et cetera, so don't worry about running to a weapon shop while being chased. Call on the run! Contrary to an <a href="http://www.joystiq.com/2007/06/28/sid-meiers-civilization-revolution-coming-to-psp/">earlier report</a>, the new <em>Civilization Revolution</em> is not coming out on PSP. The original <a href="http://ir.take2games.com/ReleaseDetail.cfm?ReleaseID=251368">press release</a> mentioned the game's release on handheld systems -- it appears that 2K Games actually meant handheld system, singular.<br /><br />A recent <a href="http://home.businesswire.com/portal/site/google/index.jsp?ndmViewId=news_view&amp;newsId=20070710005616&amp;newsLang=en">E3 press release</a> shows the title arriving on PS3, Xbox 360, Wii and DS. However, no PSP version was mentioned. When we conatcted a 2K Games representative, they simply said that a PSP version is not announced. Considering how the game's E3 debut will avoid PSP, we believe that the title will never appear on the system. <br />Turns out that the Wii wasn't <a href="http://www.joystiq.com/2007/06/29/no-civilization-revolution-for-the-wii/">forgotten</a> when Firaxis decided to roll out <em>Civilization Revolution</em> -- we're just getting the game a few months later than the other guys. Is it too much to hope that the delay means we're getting online multiplayer, and it takes a little more time to work out the kinks with Nintendo's new system? Maybe we'll find out at <a href="http://nintendowiifanboy.com/tag/e307">E3</a>, but we wouldn't bet on an answer coming that quickly. This latest trailer introduces gamers to some of the legendary players that will be available in the upcoming game. The video shows off Joe Montana, Dick Butkus, Jerry Rice, Walter Payton, and William "The Refrigerator" Perry. According to the video, the final game will boast over 240 legendary players, which we're assuming means there will be <em>less</em> than 250. Title <em>Civilization Revolution</em>, the game is reportedly the game that Sid Meier has always wanted to make. We're inclined to agree with him, since <a href="http://en.wikipedia.org/wiki/Civilization_%28computer_game%29">he's already made it four times</a>. Joking aside, <em>Civilization Revolution</em> looks to bring a console level of "action-packed" goodness to the series, which has traditionally been a relatively slow affair on PCs. The new console iteration promises to streamline the experience, giving console gamers the instant gratification to which they've become accustomed. <em>Civilization Revolution</em> will also include multiplayer with integrated video and voice chat. You can either watch the tiny, poorly streamed version at <a href="http://grandtheftauto.yahoo.com/">Yahoo! Games</a>, or you can watch the higher resolution trailer at <a href="http://www.rockstargames.com/IV/trailer_splash.html">Rockstar's website</a>. Either way, expect to do a little waiting. As we suspected, the trailer gives a marginally closer look at some of the colorful characters we'll be seeing in Liberty City. We also get a deeper look at Niko, the main character. Sprinkled throughout are bits of action, like kicking in doors, hanging from helicopters, hanging on to the back of a speeding truck, and evading the newer, smarter police. All in all, the trailer is short, but definitely sweet. Now that we've been introduced to the world of <em>GTAIV</em>, we're hoping to see at least a little gameplay. We wouldn't be surprised, however, if the second trailer is used mainly to introduce us to the other characters aside from Niko (the game's protagonist). Talking with Nintendo of America's <a href="http://www.joystiq.com/tag/ReggieFilsAime/">Reggie Fils-Aime</a> about <a href="http://www.joystiq.com/tag/wiiware">WiiWare</a>, Newsweek's N'Gai Croal used the opportunity to bring up Nintendo's stance on games rated Adults Only by the Entertainment Software Rating Board, first in relation to their "hands-off" approach to the download service and then with the recent <em><a href="http://www.joystiq.com/tag/Manhunt/">Manhunt</a> <a href="http://www.joystiq.com/tag/Manhunt2/">2</a></em><em>.</em><br /><br />Fils-Aime makes the company's stance with the <a href="http://www.joystiq.com/tag/ESRB/">ESRB</a> very clear: no AO-rated titles. The press release (featured at <a href="http://www.gamertagradio.com/vbportal/forums/showthread.php?t=4534">Gamertag Radio</a>) makes no mention of a cost associated with the gamer pictures and theme. We've seen all the Darkness powers put to good use. Kill all the lights, yadda, yadda, yadda. What we haven't seen much, however, is multiplayer. Lucky for us, GameTrailers has posted a <a href="http://www.gametrailers.com/player/20903.html">video</a> showing off exactly that. While the multiplayer appears to offer the same run and gun action as the campaign, it also offers up a new shape-shifting twist. Players are allowed to turn into Darklings (the little goblin/imp things) at any time. As noted by the video, Darklings are small and agile, whereas humans have superior firepower. Honestly, it's a pretty neat little twist, one we're looking forward to trying. We hope not, because <a href="http://gamevideos.com/video/id/12480">GameVideos</a> has posted a video with Irrational Games' Ken Levine, who walks us through a gameplay scenario. In order to display the many options available to the player, the video runs us through the same scenario three times. On the first try, it's played as a straight up FPS with guns blazing (hint: this won't get you very far). The second time through, the player uses forethought and all the Plasmid skills available. The third time, he takes on the Big Daddy. Unfortunately, the battle with the Big Daddy is cut short, so we don't get to witness the whole thing (you may recall that it takes <a href="http://www.joystiq.com/2007/03/05/video-bioshock-big-daddy-big-game/"><em>a lot</em> of firepower</a> to bring these guys down).<br /><br />Also, we noticed what appear to be enemy health bars in the video too. Hopefully that's a feature that can be turned off. Well, we can cross off one more game off the already-crowded PSP <a href="http://www.joystiq.com/2007/06/20/the-games-of-summer-2007-action/">summer release calendar</a>. <em>Manhunt 2</em> was scheduled for release at the beginning of July, but due to its recent <a href="http://www.joystiq.com/2007/06/20/manhunt-2-gets-ao-rating-from-esrb/">AO rating</a> from the ESRB, Take-Two must reconsider. In a statement to <a href="http://www.gamespot.com/news/6172931.html?action=convert&amp;om_clk=latestnews&amp;tag=latestnews;title;0">Gamespot</a>, Take-Two stated it has "temporarily suspended plans to distribute <em>Manhunt 2</em> for the Wii or PlayStation platforms while it reviews its options with regard to the recent decisions made by the British Board of Film Classification and Entertainment Software Rating Board."<br /><br />It seems like an edit of the game is most likely. However, they also admitted that "We continue to stand behind this extraordinary game. We believe in freedom of creative expression, as well as responsible marketing, both of which are essential to our business of making great entertainment." Take Two Chairman Strauss Zelnick said in a statement that the game's content "fits squarely within the horror genre" and "is in line with other mainstream entertainment choices for adult consumers."<br /><br />A fine enough defense, but Zelnick went even farther in support of the game, saying it "brings a unique, formerly unheard of cinematic quality to interactive entertainment, and is also a fine piece of art."<br /><br />We haven't played the latest <em>Manhunt</em> game so we can't really judge it on its artistic merits just yet. That being said, the whole idea of games as art is a <a href="http://www.joystiq.com/2007/03/20/the-marriage-unties-the-games-as-art-argument/">pretty</a> <a href="http://www.joystiq.com/2006/01/23/curator-kojima-games-are-not-art/">thorny</a> <a href="http://www.joystiq.com/2005/11/30/ebert-video-games-inherently-inferior-to-film-and-literature/">subject</a> as it is. Throw it in with the "<a href="http://www.joystiq.com/2007/04/18/what-i-know-about-violent-games/">do game cause violence?</a>" debate currently raging around <em>Manhunt 2</em> and you've got a perfect storm of controversy liable to melt message board servers the world over.<br /><br />Which is, of course, what Take Two probably wants right now. Remember that <a href="http://en.wikipedia.org/wiki/2_Live_Crew">2 Live Crew's</a> "As Nasty as They Wanna Be" went on to sell over two million copies due in part to the controversy over its racy lyrics. We just happened to get a boat load of <em>The Darkness</em> images, and we'd be total jerks if we bogarted them all to ourselves. Truly, it is a gallery so massive, that is in danger of collapsing into itself, thus forming a neutron star. You'd best take a look at it before its darkness consumes us all. We've seen our share of <a href="http://www.joystiq.com/2007/06/08/1up-details-first-few-hours-of-bioshock/"><em>BioShock</em> previews</a>, but this one really focuses on the actual gameplay experience. In particular, the preview highlights the borderline survival horror aspect of the game, noting the literally insane AI of your enemies. If you've been wanting to get a feel for the things you will actually be doing in <em>BioShock</em>, it's a pretty good read. Australian officials are saying a release in their country is doubtful, meanwhile an official for the German USK ratings board has told Joystiq that game has not been submitted.<br /><br />Insiders in the Australian government reportedly <a href="http://www.smarthouse.com.au/Gaming/Games/S9M3L4U3">told Smarthouse</a> (via <a href="http://gamepolitics.com/2007/06/21/australia-will-join-manhunt-2-ban-report-says/">GamePolitics</a>) that the game is likely not to be released down under. "We don't want to preempt the decision of the Office of Film and Literature Classification Review Board but it is looking very doubtful," they said. The Office of Film and Literature Classification was closed when Joystiq tried to reach them for comment, but Jason Hill of <a href="http://blogs.theage.com.au/screenplay/archives//006524.html">The Age reports</a> that as of yesterday, the game had not been submitted for a rating.<br /><br />In an email correspondence with Joystiq, the USK's Christine Schulz told us as of this morning there was no application submitted for the game. Should <a href="http://www.joystiq.com/tag/TakeTwo/">Take Two</a> and <a href="http://www.joystiq.com/tag/Rockstar/">Rockstar</a> forego submitting <em>Manhunt 2</em> for any country, it would not be surprising.<br /><br />Both German and Australian ratings boards are notorious for banning games, by refusal of rating, with too much violent content. For the German <a href="http://www.usk.de">USK</a>, <a href="http://www.joystiq.com/search/?q=Germany+ban">past titles</a> to not get rated have included <em>Dead Rising, Crackdown </em>and <em>Gears of War -- </em>and the banning protocol is <a href="http://www.joystiq.com/2006/07/21/dead-rising-not-banned-facing-unique-unrated-status-in-german/">rather confusing</a>. <br /><br />Australia's <a href="http://www.oflc.gov.au/">OFLC</a> has Restricted 18+ ratings, but they are not applied to video games, so the highest rating for a game is Mature 15+ age. Hence, if a game were to be deemed too inappropriate for MA15, then it would be refused classification and the game must either be edited and resubmitted or just not sold. After being <a href="http://www.joystiq.com/2007/06/19/manhunt-2-rejected-in-uk/">rejected</a> by the BBFC in the UK, Rockstar's <em>Manhunt 2</em> is seemingly getting banned in America as well. According to <a href="http://gamepolitics.com/2007/06/19/breaking-manhunt-2-rated-adults-only-by-esrb/">Game Politics</a>, the "murder simulator" is getting an AO (Adults Only) rating, which effectively bans it from all major video game retailers.<br /><br />Take Two games will certainly fight this decision as fiercely as possible in the coming days. The ESRB has labeled Rockstar's controversial game with an AO "Adults Only" rating. If the game ships with this rating, most retailers will refuse to carry it, cutting sales massively. The only other console game to <a href="http://en.wikipedia.org/wiki/List_of_AO-rated_products">have an AO rating</a> in stores? <em><a href="http://en.wikipedia.org/wiki/Grand_Theft_Auto:_San_Andreas">Grand Theft Auto: San Andreas</a>,</em> which was re-rated following the Hot Coffee scandal, and quickly re-released in an edited form.<br /><br />Rockstar has the option to appeal the rating, or they can edit the game and resubmit it. Of course, if you're going to talk about <em>BioShock</em>, you might as well talk about the <a href="http://www.joystiq.com/2007/06/15/finalized-big-daddy-figure-is-oh-so-lovable/">Big Daddy</a>. It seems that he (it?) has wormed his way into every bit of <em>BioShock</em> promotional material out there, and this video is no different. Specifically, the video deals with the relationship between the Big Daddy character and the Little Sister. The two are always together and will work together when confronting threats. It's really an interesting look at how the pair interacts with each other. It's almost heartwarming to see the Big Daddy affectionately pat the Little Sister on the head, though the feeling is somewhat sullied knowing that he most likely <em>drilled someone into a wall</em> only moments before. Readers will recall that Take Two's recent conference call made reference to two separate $25 million payments for "episodic content." Prior to this, gamesindustry.biz <a href="http://www.joystiq.com/2007/06/16/gta-iv-episodic-content-exclusive-to-the-360/">confirmed</a> that the episodic content for <em>GTAIV</em> would be exclusive to Xbox 360. Naturally, this stumped PS3 owners who were <a href="http://playstation2.joystiq.com/2006/10/17/inconceivable-ps3-to-get-its-own-exclusive-gta-iv-episodes/">promised</a> their own exclusive content as well. The obvious conclusion, then, is that MS coughed up some money to keep the content exclusive.<br /><br />Whatever the reality is, Take Two isn't talking. Gamesindustry.biz <a href="http://www.gamesindustry.biz/content_page.php?aid=25903">contacted</a> the company for comment on the $50 million quote and were greeted with no official responses whatsoever. Did MS buy exclusivity? Jackson said the decision "demonstrates that we have a games ratings system in the UK that is effective" and emphasized that the arrangement "works and works well."<br /><br />Frankly, we're a bit shocked that an organization whose <a href="http://www.elspa.com/?t=introelspa">stated mission</a> is to "protect, promote and provide for the interests of all its members" would support state-sponsored censorship of one of its member's products. The point of ratings, at least as we see it, is to inform the public about the content of a game before they buy it, so they're not surprised by any objectionable materials contained within. The whole idea is that informed consumers can make the best choices for themselves and their families. The BBFC's decision goes against this ideal by effectively telling British adults they're not mature enough to decide whether or not they can handle this game. How is that an "effective" system?<br /><br />Jackson's statement does not address BBFC Director David Cooke's unsupported <a href="http://www.bbfc.co.uk/news/press/20070619.html">assertion</a> that the game's availability would "involve a range of unjustifiable harm risks, to both adults and minors ... [that] would be unacceptable to the public." Does ELSPA really agree that the mere availability of a game to adults can damage a society so badly that its distribution must be stopped? If so, is that a message ELSPA's member organizations are willing to get behind as well?<br /><br />In his statement, Jackson stresses that games "appeal to all kinds of people across the country, young and old, male and female." What about the people <em>Manhunt 2</em> appeals to? During the call, Pacific Crest Securities Analyst Evan Wilson inquired about a $25 million "deferred revenue chunk associated with the episodic content on Xbox 360." Take Two CFO Lainie Goldstein responded that the money was for "the first episodic content package that's supposed to go out ... in March of '08" and that another $25 million was being deferred for the second content pack, to be released later in fiscal '08.<br /><br />Many news outlets are reporting that this revenue came from Microsoft to secure exclusive rights to these content packs, but this is not explicitly confirmed in the conference call or any other sources we could find. Take Two spokesperson Meg Maise would not comment on the matter, telling Joystiq the financial arrangements for the downloadable content were confidential.<br /><br />Still, it seems highly likely that the money came from Microsoft. Deferred revenue is often used to account for money paid before a product is delivered, and Take Two deferring Microsoft's payment for downloadable content would be a <a href="http://www.answers.com/deferred+revenue&amp;r=67">prototypical example</a> of the practice. It's hard to imagine where else Take Two would derive such sizable revenue before the product was released.<br /><br />So was this a good move for Microsoft? Downloadable content is definitely a selling points for the Xbox 360 version of the game, but $50 million is a lot of money to pay just to get some additional content. Per Take-Two's latest fiscal <a href="http://seekingalpha.com/article/38017">conference call</a> the company discussed an extra $50 million on the balance sheets listed as deferred payments split into two $25 million dollar chunks. The transcript confirms that the $50 million relates to the 360's episodic content and when asked to explain the release of such content it was explained as such:<br /><br />"<em>The first 25 is for the first episodic content package that's supposed to go out and that is in March of '08. That's why it moved into current because it's in the next 12 months. It's the unmistakable aroma of exclusive content coming to the 360 ... lovely. Yesterday, <a href="http://www.gamesindustry.biz/content_page.php?aid=25852">gameindustry.biz</a> confirmed with a Take-Two representative that <em>Grand Theft Auto IV</em> will feature episodic content that will be exclusive to the Xbox 360 platform. Yup, you'll only be able to get such episodic content on your lovely white box and no other console. Life is great isn't it? No other details were confirmed about such content other than its exclusivity.<br /><br /><em>GTA IV</em> is huge game and if the 360 version is going to get content that no other version on other consoles has, it's a big deal. Now we just hope that such episodic content doesn't cost us anything or, if it does, it doesn't break the bank. We loves <em><a href="http://www.joystiq.com/tag/BioShock/">BioShock</a></em>. <em>Loves it</em>. With the impending release only months away, we were pleased to see a mountain of video coverage on <a href="http://www.gametrailers.com">GameTrailers</a>. We had meant to post it earlier, but we were distracted by <a href="http://www.icanhascheezburger.com/">lolcats</a>. The series of videos covers the many plasmids available in <em>BioShock</em>. Some are fairly simple, like the Winter Blast plasmid, which freezes your enemies. Others are a little more complicated, like the Security Bullseye plasmid, which automatically makes your enemy the target of nearby security bots. All in all, the plasmids look to add a considerable degree of strategy and fun to <em>BioShock</em>. GameTrailers has posted the <a href="http://www.gametrailers.com/player.php?type=wmv&amp;id=20414">debut trailer</a> of <em>All-Pro Football 2K8</em>. The trailer is heavy on the hip-hop, which is to be expected based on the game's previously <a href="http://www.joystiq.com/2007/06/06/all-pro-football-cover-art-and-mad-beats/">announced</a> soundtrack (not to mention other <a href="http://www.joystiq.com/2006/08/24/the-automator-lays-it-down-for-nba-2k7/">2K sports soundtracks</a>). The <em>All-Pro</em> engine looks nice, with plenty of jukes, spins, and tackles on which to feast your eyes. We have to wonder though, can <em>any</em> non-licensed football title stand up next to the <a href="http://www.joystiq.com/tag/ElectronicArts/">Electronic Arts</a> <em><a href="http://www.joystiq.com/tag/Madden/">Madden</a></em> juggernaut? How about you? Thus, it comes as no surprise that the first official trailer of <a href="http://www.joystiq.com/2007/05/09/liam-neeson-to-provide-voice-for-fallout-3/"><em>Fallout 3</em></a> has caused undo stress on the Intertubes and rushing streams of data to burst from the weakened joints. The trailer reveals nothing in the way of gameplay, but it does show off some very pretty in-engine footage. If you've been salivating for some post-apocalyptic goodness, look no further. Oh, and in case the headline didn't tip you off, the game is expected to drop in the Fall of 2008. For the completely obsessed, you may now <a href="http://fallout.bethsoft.com/">download the trailer</a> and play it repeatedly for the next year and a half.<br /><br />Also, for the record, we'd like to add that Ron Perlman needs to do more video game work. The video preview discusses the many aspects of <em>BioShock</em>, from its cinematic qualities to its accurate simulations of environmental effects. Irrational's Ken Levine notes that it was important for <em>BioShock</em> to perform according to a gamer's expectations. For instance, an enemy who is caught on fire should seek water to put it out. Similarly, shocking a pool of water with electricity should electrocute any enemies standing in the pool. Other topics discussed include <em>BioShock</em>'s viability as an FPS, enemy AI, and the game's overall structure. Not only does he believe that <em>Halo 3</em> is going to cause a couple weeks of delay for <em>GTAIV</em>, but that some <a href="http://www.gamasutra.com/php-bin/news_index.php?story=14173">bad stuff</a> is going to go down during Take-Two's June 11 earnings call. Pachter says to expect studio closures, lease terminations, game cancellations and just general un-good things.<br /><br />Pachter says, "We believe that new management understands what is required to turn the company's fortunes around, and believe that they will take prudent steps to return the company to profitability. However, we believe that there are significant structural changes required in order to control costs ... new management is saddled with the decisions made by the prior management for at least another year, and we do not expect new games such as <em>The Bigs, All-Pro Football, Fantastic Four</em>, or <em>The Darkness</em> to be wildly profitable."<br /><br />Pachter says that Take-Two is currently overvalued and advises shareholders to sell. Pachter concludes in a fantastically geeky/cerebral way saying that loyal shareholders are stuck in a prisoner's dilemma. Currently, <em>GTAIV</em> is expected October 16, just three weeks after Master Chief moves in.<br />

"We believe that a two-week delay would provide a reasonable gap between the launch of <em>Halo 3</em> and the launch of <em>GTA IV</em>, and would actually help sales of both games," he said. <br />
<br />
Indeed, the thought of having to shell out $120 to $220 (that's $90 for <em>GTA</em> <a href="http://www.joystiq.com/2007/05/21/grand-theft-auto-iv-special-edition-announced-at-90/">special edition</a> and $130 for the <em>Halo's </em><a href="http://www.joystiq.com/2007/03/16/halo-3-legendary-edition-to-command-a-legendary-130-pricetag/">legendary set</a>) in a short amount of time does make us want to hold off on one of the titles until our wallets are happier. But will two weeks make all the difference?<br />
<br />
Pachter suggests another reason for a delay that has more to do with business strategy. If Take Two delays <em>GTA IV</em> two weeks, that will put it in their 2008 fiscal year. Though that would most assuredly hurt the publisher's FY 2007 prospects, Pachter said that it's possible they will just "throw in the towel" for the year and give themselves a strong start for FY 2008.<br />
<br />
One devious suggestion that we hope doesn't happen: Pachter suggested Take Two keep the special edition on October 16 while moving the "normal SKU" back a few weeks. Good for business, but bad for the impatient gamer. It's baseball made bigger, better, faster, and completely awesome ... unless, of course, you want a fully realistic experience. But come on, you can get that anywhere. Sometimes it's nice to wallow in a string of heart-wrenching moments of baseball badassery -- and that's what <em>The BIGS</em> promises. <br /><br />And according to Colin's impressions, <span style="font-style: italic;">The BIGS</span> delivers exactly as promised in most ways ... but not in one highly-anticipated extra. The controls sound fluid (like a beefier <span style="font-style: italic;">Wii Sports Baseball</span>), and judging from the screenshots, we don't have much issue with the look of the game. But it seems that the promised online mode is missing from the Wii game.
