No, it's not a game that has a bug or any problem that we know of. The PS Vita app is actually called Travel Bug, which, if read carelessly, may not have the best connotation. It's almost as silly as naming your game Glitch.

Travel Bug is a Discovery app available in Europe, and it allows users to create a bug and send it out on adventures using the Vita's Near functionality. The bug will send back reports of its travels as it is picked up by strangers in far away lands, just like mom always cautioned you against doing. Players can then go hunting for other people's bugs and decide if they're worth picking up to aide in their journeys. Each bug then turns into a Tamagotchi mini-game.

Travel Bug, once again proving that Europeans have a ridiculously easy time traveling the globe.
