Of course, it's much harder to legally acquire Game Boy ROMS for use on a phone than it is for 3DS.

It's actually not hard to acquire ROMs for a phone...
I have emulators for all consoles up to the PS1 on my Droid X and you just go on the various ROM search sites and download them right on your phone's browser...

As far as I know owning the game doesn't actually make downloading roms legal...
If you were to make the rom yourself from your copy of the game than yes that's fine... but taking somebody else's copy is still illegal.

I remember in my sophomore year in High School they gave us all Palm handhelds to help us study and make test-taking easier.

I have an SNES emulator on my Droid, and it's probably the worst emulator I've ever used. Not because the games don't run, but because the touch interface is horrid. The imprinted D-pad and buttons generally cover a lot of the screen making it hard to see the entire display. Not to mention your fingers cover up most of the screen.
Also, with the touch interface it is impossible to rock your thumb back and fourth between two buttons for combinations (ex: holding down the run button in mario and rolling your finger to jump while running).

Yeah its kinda cool but... Why is our culture obsessed with using the newest technology to run the oldest shit we have? My phone can display 40 kajillion colors and map the earth. Boring! I want to play games in sickly gameboy green! Look my phone can play Kirby's Pinball Land! You pay $1,800 a year to have a smartphone and you use it for this? Please kill yourself.

Uh...yeah. I'll wait for the officially sanctioned GB emulator -- it's called 3DS.
But on that note, I don't see how this could be playable. Action-centric games are a pain in the ass to play on smart phones and touch devices, because your damn thumbs are covering up HALF THE SCREEN with the virtual joypads.
So this is kind of fail.

The great thing about using emulators on my droid x is I can use a wii remote with the classic pad. Crappy control problems solved.

There's no easy, legal way to get ROMs.
Technically, the only "legal" way to get ROMs is by getting a ROM dumper and dumping them from your own, legally owned cartridges.
Although since there is no difference between the ROM you dump and the ROM you dl, its a quibble really. . .
