It might mean that the person just hasn't been playing games on it.
Mine is the same way but with a couple of games, I haven't had an xbox for almost 4 years, but I log in once in a while just to keep the name for when I do go back.
It's possible that someone has the name canada and has never used but logs on through the web browser just to keep it active

I've had my gamer tag since xbox live beta. (Genji, named for the book, not the mediocre game franchise). I've kinda wanted to change it for a long time, but it's so clean and simple. Also, I like the ego boost of being an OG XBL user.

Alternatively you can get a bunch of random people from school/work/zoo (not too many from your friends list) to report your tag as offensive and you get to change it for free.
