He's not kidding. It's not by any means a unrealistic expectation. I'm assuming you didn't hear Carmack talking at Quakecon last week about releasing a higher-definition texture package for PC after the game was released.

I watched all of his QuakeCon talk, I wasn't that interested in Rage before and I'm only slightly more interested now, but I'm sure they've gotten it more right with this than they did with Doom 3 which I think was a big mistake, including the tech which went on to be superceded by Unreal very quickly and was used by basically no one.
