Nope. The entire system is solely designed for the JP market, seeing as mass-transit is common as heck, the systems are darn near everywhere, and everyone is usually using them during said transit rides.
Its just Sega/other devs who are far too lazy/ignorant to realize this and thus actually alter it in any meaningful way to correct the issue.

BTW: Having your 3DS on isn't a problem for most 3DS users...
...a lot of 3DS users get excited putting their 3DS in their pocket before they go out after they've experienced "the thrill" of getting a single streetpass the day before. :P

A bit... the old DS-"streetpass" function was DEFINITELY aimed towards the Japanese market. This one's more friendly for places outside the US... especially for kids. You know, classmate streetpasses and all that.
The adults on the other hand? ...well, let's just hope the co-workers love them some 3DS.
(It also helps to go to movie theaters on Friday/Saturday nights... or grocery stores during the time other people go there... or just game stores during sales)

But as the guy said above, once xmas rolls around and there's a ton more out there (thanks to no competition from Sony this season and a lower price point) you'll get the hits.

His official name is Ivo Robotnik. This is confirmed with his grandfather and Maria having the last name Robotnik. Eggman is just an insult that Sonic and co. called him and I suppose it caught on with the people as well. Maybe Robotnik thought the name was catchy to and deceided to address himself as that.

The original English instruction manual for his 1991 debut game Sonic the Hedgehog described the character's full name as "Doctor Ivo Robotnik" while the Japanese version's instruction manual for the same game called him "Doctor Eggman". Then in 1999's Sonic Adventure, the character was called both "Doctor Robotnik" and "Doctor Eggman" in the English version, with all following English releases to date referring to him as "Doctor Eggman". Yuji Naka has explained that "Robotnik" is the character's real name while "Eggman" is a "common name taken after his shape." and like some others were saying, go to a convention and wow... I went to PAX East this year, and while the 3DS wasn't out yet, Pokemon Black/White was, which uses a streetpass system of sorts too, I tagged over 150 people in just one afternoon/evening.
