I think this is the future of japanese game development. They failed pretty hard with these new consoles, or western developers have just hit a growth spurt, either way they cant compete anymore in terms of technology. To save the industry they need to outsource some aspects of game development, particularly things like graphics and physics, Japan cant afford to keep releasing games with crappy graphics and old gameplay that take twice as long to develop as western games.

Ok but probably 90 percent of games japanese have outsourced to western devs have been flops. Not a good trend overall. Nintendo did well with metroid prime

The difference is that most Japanese studios do everything in-house, whereas studios like Bioware and Rocksteady essentially rent out a game engine to use as a base and work from there. Obviously having the entire framework for a game beforehand makes it quicker, but then again, that's also why Kojima's studio had the Fox engine developed. FFXIII-2 took so little time because the Crystal engine was already made. Having your own engine is can work both ways, because generally a game that has an engine specifically made and optimized for it will perform better than one that's using another engine, but if the studio doesn't know what they're doing necessarily, it will be disastrous.

Im guessing one of the problems with japanese development is that they dont know how to use engines like Unreal while western developers have mastered it, so they have to create new engines all the time which are always crap in comparison. One of the benefits of outsourcing is being able to use these highly superior engines which dramatically reduce time and cost while improving quality.

Either way the japanese seriously sucked this generation, they cant do this again, they went from dominating NES through PS2 to falling off the map almost completely. They need to swallow their pride and outsource engineering to the west, and not make things intentionally difficult for them like they have in the past as some stupid agenda to prove the west doesnt know what theyre doing.
