For us, the demanding cheap, there's the Wireless Speed Wheel, coming to the 360 for just $60 in October.

Though the controller works out of the box with all racing games, it apparently has "limited functionality" with some titles. Here's hoping "limited functionality" doesn't translate to "no brakes."
